Appointments
 
To cater to the increasing requirement of public services as a result of people centric policies and programmes of the State Government, a number of services cadre have been reviewed, amended and a few new cadres have been created. This has resulted in creation of additional posts under almost all the services cadre.

Promotions and Career Advancements

As a result of the liberal policy of the State Government to provide the best possible promotional avenues towards fulfillment of the aspirations of the State Government employees from the lowest to highest levels and also as a consequence of several cadre expansions, number of promotions have taken place from 1994-2016.
The scheme of Advancement Grade was introduced in 1994 to provide financial incentives to the Government Employees who had stagnated in the same post for a long time. Under this scheme, one time career advancement in the next promotional pay scale was given to those who had stagnated for more than ten years. In order to bring about uniformity in the career advancement schemes and to enhance its scope spreading over the entire career of employees, the new Assured Career Progression Scheme was introduced w.e.f 18/11/2009. Under this scheme, three upward movements are provided to the Government employees remaining in the same posts in succession of 10 years upto the gradecpay of Rs. 6700.

Appointment on Compassionate Ground
 
As a welfare measures for its employees, the State Government introduced the scheme of Compassionate Appointment in the year 1994. Under this scheme, the next of keen of Government servants belongings to Group ‘C’ and ‘D’ category who die in harness are given employment opportunities. The scheme which has been effectively implemented by the DOPT, has helped quite a large number of distressed families overcome the hardship faced due to untimely demise of earning members. Till date, 1298 nos. of persons have been appointed under this scheme.

Reservation in Direct Requirement

The Department has been effectively implementing the Reservation Rules of the State Government as amended from time to time. The latest percentages of reservation for recruitment in the Government Services from different communities of the State are as follows:

The above table shows that all communities of Sikkim are given equal opportunity in the employment under the State Government irrespective of caste & creed. At present all together 85% of the Govt. Services fall under reserved categories covering all the ethnic communities of Sikkim.

Reservation Rules also provide for horizontal reservation for Women, Persons with Disability, Ex-Servicemen, Sports and Artisans of Excellence and people Below Poverty Line as shown below:
