LAUNCHING OF PEOPLE'S PLAN CAMPAIGN AND REFORM UTSAV-2026
Namchi, 2 October: A Special Gram Sabha was convened to launch "People's Plan Campaign and Reform Utsav-2026" on 2nd October 2026 across the different Gram Panchayat Units (GPUs) under Namchi Block Administrative Centre to deliberate upon and create awareness regarding various Government initiatives and campaigns aimed at strengthening participatory governance, social development, cleanliness, sanitation, and community well-being.
The Special Gram Sabha was organised in observance of Gandhi Jayanti and Swachh Bharat Diwas, with active participation of Elected representatives, Panchayat functionaries, BDO Namchi, Assistant Directors (PRI), Officials of line departments, Panchayat Inspectors, Junior Engineers, community members, members of Self-Help Groups, youth, women, and other stakeholders.
The main agenda of the Gram Sabha  focused particularly on the following:
1. People's Plan Campaign (PPC)
2. Reform Utsav
3. Nasha Mukt Bharat Abhiyan
4. Swachh Seva Ankalan
5. Swachh Bharat Diwas
The People's Plan Campaign motive is to strengthen people's participation in local planning and development and to facilitate preparation of inclusive and need-based plans.
The Reform Utsav is taken up in convergence with the PPC, a citizen-driven initiative aimed at strengthening people's participation in governance and bringing citizen feedback, suggestions and practical ideas into the process of administrative and service delivery reforms. The initiative is being taken up at the grassroots level from 2nd Oct 2026, with Gram Sabhas serving as an important platform for interaction with the public/citizens.
Awareness on Nasha Mukt Bharat was also delivered across GPs to generate awareness among the community about the harmful effects of substance abuse, followed by taking the Nasha Mukt Bharat pledge.
The status of cleanliness and gaps in sanitation assets in regard to Solid and Liquid Waste Management within the respective Gram Panchayat Units was discussed under Swachh Seva Ankalan.
On the occasion of Swachh Bharat Diwas, awareness on cleanliness, sanitation and hygiene, responsible solid waste management and waste segregation at source was created. Awareness was created on strengthening the spirit of Jan Bhagidari in achieving a clean and healthy village environment.
Special emphasis was given to the message that cleanliness is a continuous community responsibility and should be sustained beyond campaign activities.
The Special Gram  Sabha convened on 2nd October 2026 across different GPUs under Namchi BAC was a huge success, as it provided an opportunity to bring various departments and social initiatives to the grassroots level through the institution of Gram Sabha and also provided a platform for community participation and discussion on local development, governance reforms and social awareness.
