Shri Ganesh Chettri, Hon’ble Chairperson of the Sikkim State Electricity Regulatory Commission (SSERC), attended the 102nd Meeting of the Forum of Regulators (FOR) held in Dalhousie, Himachal Pradesh, on 24th and 25th September 2026.
The Forum of Regulators (FOR) is a statutory body constituted under the provisions of the Electricity Act, 2003. It brings together the State Electricity Regulatory Commissions (SERCs) and Joint Electricity Regulatory Commissions (JERCs) across the country, with the objective of facilitating coordination, harmonisation of regulatory approaches, and deliberations on key issues concerning the Indian power sector.
The high-level meeting was chaired by Shri Jishnu Barua, Hon’ble Chairperson of the Central Electricity Regulatory Commission (CERC) and Chairperson of FOR, and was attended by Hon’ble Chairpersons and Members of SERCs and JERCs from across the country.
The meeting deliberated upon several important issues shaping India’s evolving electricity sector, including:
• Banking charges for Green Energy Open Access consumers;
• Transmission projects being developed through Tariff-Based Competitive Bidding (TBCB);
• Status and review of Renewable Purchase Obligation (RPO) statements across States; and
• FOR Model Regulations on Peer-to-Peer (P2P) Energy Transactions.
Participating actively in the technical and regulatory deliberations, Shri Ganesh Chettri shared his views, suggestions, and valuable inputs on the issues under consideration. He highlighted the distinctive requirements and geographical considerations of Sikkim, while placing them in the broader context of ensuring sustainable, reliable, and efficient growth of the Indian power sector.
His participation in the Forum provided an opportunity to represent Sikkim’s regulatory and geographical perspectives in national-level deliberations on emerging issues in electricity regulation and the transition towards a sustainable and resilient power sector.
