INSPECTION REPORT OF 97 MW SHIGA ENERGY PVT.LTD

Place: Tashiding HEP, Kabirthang, Yuksom
Overview: In compliance with the direction of the Hon’ble High Court of Sikkim regarding the inspection of Hydro Power projects within the district, a joint inspection of 97 MW Shiga Energy Pvt/ Ltd. at Tashiding, Kabirthang, Yuksom was carried out on 15th September 2026 by the inspection team comprising the following officers

During the course of the inspection, the overall condition and functioning of the project were examined, including safety measures, infrastructure, maintenance, and other relevant aspects. It was observed that the overall condition of the project and the other inspected aspects were found to be satisfactory.
However, the fire safety arrangement was found to be unsatisfactory. The existing fire-safety measure/facilities require improvement and strengthening to ensure adequate protection against any fire-related emergency. The project authorities were accordingly advised to take necessary corrective measures and ensure compliance with the prescribed fire-safety requirements at the earliest.
Except for the above-mentioned deficiency related to fire safety, no other major deficiency was observed during the inspection, and the other aspects inspected were found to be satisfactory.
Further, an Electric Circuit Mock Exercise was conducted to assess the preparedness and response mechanism during an electrical accident emergency.
Scenario:
Two co-workers were assumed to have suffered an electric shock/electrical circuit incident at the workplace. One of the victims was found unconscious and was immediately provided CPR (Cardiopulmonary Resuscitation) by the trained responders at the site. The second victim was provided immediate first aid and safely shifted to the nearest hospital by ambulance for further medical evaluation and treatment.
The exercise focused on the immediate response, first aid and CPR, coordination among the concerned personnel, ambulance response, and safe evacuation of the victims to ensure effective management of an electrical emergency.
