Coordination Meeting under Gangtok District.
A Director-level coordination meeting with Physical Education Teachers (PETs), Physical Education Instructors (PEIs), Coaches, and Officers under Gangtok District was convened by the Sports and Youth Affairs Department, Government of Sikkim, on 20th July 2026 at Reshithang Sports Complex, Ranka Road, Gangtok.
The meeting was chaired by Dr R.B Biswakarma, Director, Sports and Youth Affairs Department (SYAD), along with the Joint Director & Deputy Directors, Assistant Directors, Chief Coaches, High Performance Manager, KISCE, Senior Coaches, Coaches, PETs, PEIs, and the Staff of KISCE Reshitang. The meeting commenced with a welcome address delivered by Shri. Norbu Tshering Bhutia, Deputy Director, for all the participants present in the meeting.
The agendas discussed in the meeting are as follows:
1. Highlights of Khelo Bharat Niti- 2025 -
In his address, Dr R.B. Biswakarma, Director, SYAD, delivered a comprehensive presentation on the Khelo Bharat Niti – 2025, highlighting its aims of creating a Viksit Bharat through Modernization of Sports Infrastructure, Human Resources, Fit India Movement and Volunteerism in Sports. He emphasised the roles of the District Officers, Coaches, Physical Education Teacher/Instructor, Sports Coordinators and also Sports Associations/Academies to work in close coordination with the Sports Department to strengthen and promote a vibrant Sporting Culture across Sikkim.
2. School Visit – Once a Week –
Shri. Jigme Y. Lepcha, Joint Director / Coaching, initiated the proceedings with a presentation highlighting the role of Schools and the importance of effective coordination among Coaches, PETs and PEIs in promoting Sports Development and enhancing students’ participation in Sporting activities.
3. Chief Minister One Mile Run –
Shri. Norbu Tshering Bhutia, Deputy Director, Gangtok District, briefed about the objectives and significance of the CM One-Mile-Run and its positive impact on the health and well–being of school Children. The collected data would facilitate monitoring of students’ physical progress over time and serve as an important tool for Talent Identification and future development of Sports programmes.
4. Promotion of Taekwondo in Schools –
Shri. Bijay Gurung, Assistant Coach (Taekwondo), emphasised the importance of the forthcoming 39th National Games 2027, to be hosted in Sikkim. He highlighted that the awareness programme in schools presents a valuable opportunity to identify, nurture, and encourage greater participation of Athletes from the state.
5. National Sports Repository System (NSRS) –
Shri. Rahul Gurung, Young Professional, KISCE, delivered a presentation on the National Sports Repository System (NSRS), highlighting its role as a comprehensive platform for maintaining a centralised database of athletes and Coaches.
6. Physical Literacy and Fitness Activities in School – As per the direction of the 5th National Conference of Chief Secretaries held under the Chairmanship of the Hon’ble Prime Minister during 26-28 December, 2025, the State has to conduct weekly fitness periods in schools and include fitness scores in annual school report cards. Accordingly, the Khelo India Fitness Assessment guidelines for individuals aged 5 to 18 years were discussed.
7. Open Discussion- Suggestions were invited from the Physical Education Teachers/Instructor about the nature of duty, facilities available in schools, potential in sports activities and the way forward. It has been observed that there is a shortage of sports equipment and related facilities in schools; career promotion activities like seminar/workshop and refresher courses in physical education are necessary. In some schools, PETs are deputed for proxy classes due to shortage of sports infrastructure, etc. All the PETs have expressed their opinion that a coordination meeting from the Sports Department at least once in a year will be helpful to discuss the way forward in the field of Sports.
8. Action Taken :
i) All the officers, coaches, and physical education teacher/coordinator are advised to study the Khelo Bharat Niti 2025, and the feedback, as per the existing scenario of Sikkim, as deemed fit, has to be submitted for the preparation of the draft Sikkim State Sports Policy 2026.
ii) Physical Literacy and Fitness Activities in School as mentioned in sl. no. 5 has to be implemented in schools to become familiar with the fitness items. Further, the participants have been asked to refer to the Fitness Protocols and Guidelines for 5-18 Years, officially circulated by the MYAS, Govt. of India for reference.
iii) All the Block Level Officers have been directed to coordinate with coaches and physical education teachers in action point sl. no. 1 to 5 and submit the follow-up reports on or before the 15th August, 2025.
The meeting concluded with a Vote of thanks proposed by Shri. Bhanu Chappagai, Assistant Director, who expressed his sincere gratitude to all the participants for their valuable presence, active participation, and constructive contribution towards the promotion and development of Sports in Sikkim.
