Visit Report on the Observation of the 4th Cluster Level Workshop under the Chief Minister Special Numeracy Programme (CM-SNP) and School Visit to Jhakridhunga Primary School.

Venue: Government Senior Secondary School, Dentam, Gyalshing District & Jhakridhunga Primary School, Dentam Block
As part of the continuous academic support and monitoring mechanism under the Chief Minister Special Numeracy Programme (CM-SNP), Mr. Rajiv Philip, Deputy Director, SCERT-cum-Coordinator, Chief Minister Special Numeracy Programme (CM-SNP), along with Mr. Gopal Dhungel, Faculty (Mathematics), SCERT, visited Government Senior Secondary School, Dentam, Gyalshing District, on 14th July 2026 to observe the 4th Cluster-Level Workshop being conducted for teachers implementing the numeracy programme in Government schools.
The cluster level workshop, scheduled from 14-15 July 2026, was facilitated by the members of the State Resource Group (SRG), Ms. Anjana Rai, Primary Teacher of Simphok Primary School, and Ms. Yozna Basnett, Teacher of Sombusty Junior High School, Dentam Block. The workshop focused on strengthening teachers' understanding of the pedagogical approaches, classroom activities, assessment strategies, and implementation processes envisaged under the Chief Minister Special Numeracy Programme. Out of the 36 cluster level schools in Dentam Block, teachers of 35 schools were present.
The workshop was also attended by Ms. Saroja Thapa, Deputy Director, Block Education Office, Dentam, and Mr. Mahadev Bhandari, Assistant Education Officer (AEO), Dentam Block, whose presence reflected the commitment of the Block Education Office towards effective implementation of the programme.
During the observation, the SCERT officials interacted with the participating teachers and SRG members to understand the progress of the training programme. They appreciated the participatory methodology adopted by the facilitators, which included demonstrations of classroom activities, discussions on children's mathematical thinking, collaborative lesson planning, and strategies for addressing learning gaps among children in the foundational stage. The facilitators effectively demonstrated the use of activity-based learning materials and encouraged teachers to reflect on classroom practices that promote conceptual understanding rather than rote learning.
Mr. Rajiv Philip highlighted the importance of regular cluster-level workshops in providing sustained academic support to teachers. He reiterated that CM-SNP has been designed not merely as a training programme but as a continuous professional development initiative where teachers receive periodic mentoring, reflect on classroom experiences, and collaboratively develop solutions to improve children's foundational numeracy. He encouraged teachers to faithfully implement the monthly academic plan and maintain regular classroom observations and assessments to monitor children's learning progress.
Mr. Gopal Dhungel interacted with the participants on various mathematical concepts and pedagogical practices, emphasizing the importance of developing number sense, mathematical reasoning, and joyful learning experiences in the early grades. He also shared suggestions on conducting classroom activities that enable every child to actively participate and build confidence in mathematics.
Following the workshop observation, Mr. Rajiv Philip and Mr. Gopal Dhungel, accompanied by Mr. Mahadev Bhandari, Assistant Education Officer, Dentam Block, visited Jhakridhunga Primary School to observe the implementation of the Chief Minister Special Numeracy Programme in an actual classroom setting.
At the school, the officials interacted with students of Classes I, II, and III to assess their foundational numeracy competencies. The interaction included informal conversations, observation of classroom transactions, and engagement with children through various numeracy activities aligned with the CM-SNP framework. Students enthusiastically participated in number games, counting activities, problem-solving tasks, and mathematical discussions, demonstrating confidence and conceptual understanding developed through activity-based learning.
The visiting team also interacted with the teachers and President of the School Management Committee (SMC) to understand their experiences in implementing the programme, the challenges encountered, and the support received through the regular cluster-level workshops and mentoring process. The teachers expressed that the structured academic support, classroom-ready activities, continuous mentoring by the State Resource Group members, and periodic review meetings have significantly strengthened their classroom practices and improved student engagement in mathematics.
The visit concluded with a review meeting, during which the officials appreciated the dedicated efforts of the State Resource Group members, Block Education Office, school leaders, and teachers in successfully implementing the Chief Minister Special Numeracy Programme. They encouraged all stakeholders to continue working collaboratively to ensure that every child attains foundational numeracy competencies through joyful, activity-based, and concept-oriented mathematics learning.
The visit reaffirmed SCERT's commitment to providing continuous academic support, classroom mentoring, and evidence-based monitoring to ensure the successful implementation and sustainability of the Chief Minister Special Numeracy Programme (CM-SNP) across all Government schools of Sikkim.
