Field Visit of District Collector in Luing–Perbing GPU Areas of Upper Burtuk Constituency.
Gangtok, June 18, 2026: A joint field visit was conducted in the Luing–Perbing Gram Panchayat Unit (GPU) areas under the Upper Burtuk Constituency in Gangtok District to assess the condition of key public infrastructure and essential service facilities.
The inspection was led by District Collector, Gangtok, Mr. Agawane Rohan Ramesh, IAS. He was accompanied by Joint Director, District Disaster Management Authority (DDMA), Mr. Sonam Wongyal Lepcha; Block Development Officer, Ranka Block, Mr. Chuing Bhutia and his team; Assistant Engineer, Rural Development Department, Mr. Drugyal Lepcha and his team; the Panchayat President; Panchayat members; the concerned Revenue Surveyor; and members of the public from the concerned wards.
A major focus of the visit was the disruption of the Jal Jeevan Mission (JJM) main pipeline at Sangtong, reportedly caused by road excavation and back-cutting activities undertaken by M/s SM Infrabuild Ltd. The pipeline serves as a critical source of water supply for several villages in the lower belt of the area.
During the inspection, it was observed that the ongoing works had caused substantial damage to the pipeline, leading to a significant disruption in water supply services. In response, the District Collector directed the Manager of M/s SM Infrabuild Ltd. to undertake necessary remedial measures and restore the affected infrastructure within one month.
The team subsequently visited Perbing Junior High School, where several infrastructural deficiencies were noted. These included water seepage through the roof sheets of the kitchen hall and visible cracks in various sections of the school building, raising concerns regarding the facility's structural safety and maintenance requirements.
At the Upper Perbing Anganwadi ICDS Centre, the inspection revealed roof leakages and inadequate drainage arrangements, which could result in waterlogging during periods of rainfall. Immediate repair works and improvements to the drainage system were recommended to address these issues.
The assessment also covered the Luing Primary Health Centre (PHC), where the District Collector interacted with the staff. During the interaction, staff members highlighted difficulties in meeting the standards and criteria prescribed by the Ministry of Health and Family Welfare due to limited space and inadequate funds for essential maintenance and repair works.
The visit concluded with a general inspection of the Village Administrative Centre (VAC) building at Luing GPK.
The field visit underscored the district administration's continued commitment to monitoring public infrastructure, addressing service delivery challenges, and ensuring the timely implementation of corrective measures for the benefit of local communities.
