The first meeting of the Foreign Employment & Recruitment Facilitation Board (FE&RFB) was held under the chairmanship of Shri Madan Cintury, Hon’ble MLA-cum-Advisor, Skill Development Department and Transport Department, Government of Sikkim, at the Conference Hall of the Skill Development Department.
The meeting was attended by the members of the Board; Ms. Tashi Cho Cho, Secretary, Skill Development Department; Shri Samdup Bhutia, Special Secretary, Skill Development Department; and Mrs. Sushma Pradhan, Joint Secretary-cum-CEO, Niyukti Kendra, Skill Development Department.
The Board deliberated on various strategic initiatives aimed at creating a structured ecosystem for overseas employment opportunities for the youth of Sikkim while ensuring safe, ethical, and informed migration pathways.
Key issues discussed included the nomination of domain experts in the Board, establishment of a Pre-Departure Orientation and Training (PDOT) Centre at Niyukti Kendra, and exploring overseas placement opportunities in Israel through the National Skill Development Corporation (NSDC). The Board also reviewed possibilities for facilitating employment opportunities for unskilled manpower in Israel in response to the growing interest and enquiries received at Niyukti Kendra.
The members further discussed mechanisms to support eligible candidates aspiring for overseas employment and explored partnerships with credible international recruitment agencies through Memoranda of Understanding (MoUs) to facilitate transparent and reliable placement opportunities.
Addressing the meeting, the Chairman emphasized the importance of developing strong institutional partnerships, enhancing skill preparedness, ensuring candidate readiness, and establishing effective support systems for successful overseas placements. He underscored the need to promote safe migration practices and align recruitment processes with international standards to secure sustainable livelihood opportunities for the youth of Sikkim.
The Board reaffirmed its commitment to expanding global employment avenues for Sikkim’s workforce through a coordinated approach involving skill development, capacity building, and responsible recruitment practices.
The meeting concluded with the formulation of a roadmap for developing operational guidelines to strengthen overseas employment facilitation, enhance workforce mobility, and create wider international career opportunities for the youth of Sikkim.
