NSO (FOD) Regional Office, Gangtok Organizes Four-Day Regional Training Camp for 81st Round Socio-Economic Survey
Gangtok: The National Statistics Office (Field Operations Division), Regional Office, Gangtok, under the Ministry of Statistics and Programme Implementation (MoSPI), organized a four-day Regional Training Camp (RTC) from 9th June to 12th June 2026 at its Conference Hall in Gangtok. The training was conducted in preparation for the 81st Round of the National Sample Survey (NSS) Socio-Economic Survey, which is scheduled to commence on 1 July 2026.
The primary objective of the training programme was to equip field officials with a comprehensive understanding of the concepts, definitions, methodologies, and technical aspects associated with the three major annual surveys that will be undertaken during the survey round. The programme also focused on enhancing participants’ proficiency in the Computer Assisted Personal Interview (CAPI) software to ensure efficient and accurate data collection.
The inaugural session was graced by Shri Dinesh Kumar, ISS, Deputy Director General, NSO (FOD), Headquarters, New Delhi, as the Chief Guest ., and Shri Uttam Chettri, Additional Director, Directorate of Economics, Statistics, Monitoring & Evaluation (DESM&E), Government of Sikkim, as the Guest of Honour. A total of 25 participants, including officers and field staff from NSO (FOD) and DESM&E, attended the training camp. Shri Dinesh Kumar , DDG, attended all four the programmes as observer cum facilitator from FOD HQR.
The programme commenced with the traditional welcome of the dignitaries through the presentation of bouquets, silk scarves, and mementoes, followed by the ceremonial lighting of the lamp. In his welcome address, Shri D.R. Sharma, Additional Director & Head of Office, NSO (FOD), Regional Office Gangtok, encouraged participants to actively engage in discussions, seek clarifications, and make the training sessions interactive and productive.
Addressing the gathering, Chief Guest Shri Dinesh Kumar, ISS, emphasized the importance of developing a uniform understanding of survey concepts, definitions, and the CAPI application among field personnel to ensure the successful conduct of surveys. Elaborating on the objectives of the 81st Round Socio-Economic Survey, he informed that the following three major surveys would be conducted across the country over a period of one year, from 1 July 2026 to 30 June 2027:
1. Survey on Land and Livestock Holdings of Rural Households and Situation Assessment Survey (SAS) of Agricultural Households – aimed at generating indicators related to ownership and operational holdings of rural households, livestock ownership, and the overall socio-economic conditions of agricultural households.
2. All India Debt and Investment Survey (AIDIS) – intended to collect detailed quantitative information on household assets, capital formation, and indebtedness.
3. Survey on Migration – designed to gather comprehensive data on migration patterns of household members, including information on out-migration of erstwhile family members.
In his address, Shri Uttam Chettri, Additional Director, Govt. of Sikkim informed that DESM&E, will be participating in Migration Survey only and highlighted various field-level, financial, technical, and infrastructural challenges faced by DESM&E in conducting NSS surveys and sought timely resolution of these issues to facilitate smooth survey operations.
The technical sessions included detailed presentations on survey-specific concepts, definitions, and questionnaire schedules related to all three surveys, along with demonstrations of the CAPI software. Following the theoretical sessions, practical field training was conducted on the final day of the programme. Mrs. Tenzin Choden, Shri Tubai Dutta, and Shri Abhijit Ghosh, Senior Statistical Officers (SSOs), NSO (FOD), Regional Office Gangtok, served as resource persons for the training.
The programme concluded with an open-house discussion and feedback session. On the occasion, Shri Dinesh Kumar, ISS, DDG, appealed to the general public and concerned authorities to extend their cooperation to NSO and DESM&E field staff during the forthcoming data collection exercise. He also expressed appreciation for the continued support received from respondents and stakeholders during previous surveys conducted by the NSO.
