Mission Clean Sky Review Meeting
Gangtok, March 31: A review meeting on Mission Clean Sky was chaired by District Collector, Gangtok, Mr Tushar Nikhare at the mini conference hall of District Administrative Centre, today.
The meeting was attended by the Assistant Collector, Gangtok, Joint Commissioner, Gangtok Municipal Corporation; officials from the Indian Army; Superintendent Engineers from the Smart City and Roads & Bridges Departments; along with representatives from various Internet Service Provider (ISP) companies and officials from the Power Department and Gangtok Municipal Corporation.
At the outset, the Assistant Collector, Gangtok, outlined the key agenda points for further progress under Mission Clean Sky. Discussions focused on the utilisation of Smart City ducts constructed along the highway stretch from Ranipool to Vajra, including the formulation of a suitable payment structure for ISP companies. Deliberations were also held on the coordinated removal of unused infrastructure, particularly NFS poles along the highway, with emphasis on retaining only the essential number of poles belonging to the Power Department and NFS.
During the meeting, all concerned departments and ISP companies were directed to nominate representatives for effective coordination and execution of underground duct work. It was informed that joint inspections along the Ranipool–Vajra highway stretch will be carried out over the next ten days, with mandatory participation from all stakeholders.
The District Collector further informed that a Right of Way (RoW) framework will be formalised following the completion of these inspections. Various financial models regarding payments for the utilisation of ducts and poles were also presented to ISP representatives. It was decided that after the joint inspections and finalisation of the roadmap for undergrounding of cables, the financial roadmap will be discussed in a subsequent review meeting to be held within a fortnight.
Emphasising the long-term vision, the District Collector stated that Mission Clean Sky has the potential to be developed into a State Policy based on its success and progress. He further advised ISP companies to view the proposed financial model as a one-time investment, in contrast to recurring maintenance and restoration costs.
In a strict directive, it was instructed that ISP companies must not increase consumer charges to accommodate the financial model, and that the financial burden shall be borne entirely by the service providers.
The meeting concluded with a vote of thanks proposed by the Assistant Collector, Gangtok, who acknowledged the cooperation and commitment of all departments, Army personnel, and ISP representatives towards the successful implementation of Mission Clean Sky.
