BAC Yuksam Conducts Block Level Coordination Meeting.
Gyalshing,March 26:A comprehensive Block Level Coordination Meeting among Gram Panchayats and officials of the Block Administrative Centre, Yuksam, was successfully convened on March 25 at the BAC Conference Hall, Yuksam.
The meeting aimed to strengthen coordination, review ongoing developmental activities and address key administrative and grassroots-level issues across the block.
The programme was graced by Zilla Adhakshya Gyalshing Mr Ds Limboo as Chief Guest and Ms Sabitri Rai, Zilla Member(Melli-Timbrong Territorial Constituency) as Guest of honour, along with distinguished dignitaries including Mr Jesse Targain, SDM Yuksam;Mr Mingma Lepcha, OSD to Tourism Department. The meeting witnessed active participation from Panchayat Presidents and members representing all five Gram Panchayat Units (GPUs), Assistant Directors (PRI), along with officials from various line departments under Yuksam Block.
The programme commenced with the registration of participants, followed by Khada offering to the Chairperson.
The welcome address was delivered by Ms Anjana Chettri, Panchayat Inspector, who highlighted the importance of coordinated efforts in achieving developmental goals and ensuring effective governance at the grassroots level.
A detailed agenda discussion was undertaken covering a wide range of important topics. Key highlights included deliberations on the “Connect to CM” initiative, particularly focusing on grievance redressal through its multi-layer verification mechanism. The meeting also reviewed initiatives undertaken in solid waste management at the GPU level in line with SWM Rule 2026, along with cleanliness drives conducted across various wards.
Important public health and safety issues such as Avian Influenza (H5N1), forest fire prevention, NCORD-related activities, child labour prohibition, and regulation of sublet licenses were also discussed. Emphasis was laid on the regular monitoring of essential commodities and services, including electricity, drinking water supply, and road connectivity, to ensure uninterrupted service delivery.
The house also deliberated on preparedness and response mechanisms for natural disasters such as windstorms, earthquakes, floods and landslides, highlighting the need for quick and coordinated action at all levels.
Further, discussions were held on the renovation and repair of the BAC Auditorium Hall to facilitate the smooth conduct of virtual conferences under the “Connect to CM” initiative.
A significant portion of the meeting was dedicated to reviewing ongoing developmental projects. Detailed presentations and discussions were made on the physical progress of Swachh Bharat Mission (SBM), VB-G RAM G works including timely uploading of progress to the MIS portal and construction of houses under the Sikkim Garib Awas Yojana. The progress of Jal Jeevan Mission (JJM) works was also reviewed, along with reports on resolutions adopted during District Water and Sanitation Committee meetings.
The meeting also focused on strengthening financial sustainability at the local level through enhanced Own Source Revenue (OSR) generation and its effective utilisation. Gram Panchayat Units shared their experiences, challenges and best practices, followed by constructive discussions on viable solutions.
Additionally, emphasis was placed on improving punctuality and regularity of staff in GP Offices and BAC, in accordance with the Sikkim Government Servant Leave Rules, 1982. Instructions were also issued for the timely submission of monthly progress reports by all concerned officials.
The meeting also created awareness regarding the upcoming Census 2027 and its importance.
The session concluded with an address by the Chairperson, who appreciated the active participation of all stakeholders and stressed the importance of collective responsibility in ensuring the holistic development of the block.
The vote of thanks was proposed by Mr Milan Limboo, SWI, expressing gratitude to all dignitaries, participants and organisers for making the programme successful.
The entire programme was efficiently conducted and coordinated by Mr San Man Limboo, BDO, BAC Yuksam, under whose guidance the meeting achieved its objectives of fostering better coordination and effective implementation of government schemes at the grassroots level.
