Bio-Medical Waste Management Training Programme Organised by the State Pollution Control Board, Sikkim.
The State Pollution Control Board (SPCB), Sikkim, conducted a series of training programmes on Bio-Medical Waste Management in accordance with the Bio-Medical Waste Management Rules, 2016. The sessions were held at Soreng PHC on March 19, District Hospital Namchi on March 20 and Pakyong Bazaar on March 23, 2026.
Ms. Kalpana Chettri, Junior Scientific Assistant from SPCB, gave a detailed presentation covering the regulatory requirements under the Bio-Medical Waste Management Rules, 2016, with particular emphasis on compliance obligations and the responsibilities of Healthcare Facilities.
The programme was attended by 42 participants at Soreng PHC, 80 participants at District Hospital Namchi, 49 participants at Pakyong Bazar, including Chief Medical Officers, DMS, JD, Nursing staff, ANMs, Laboratory Technicians, Veterinary Officers, Office Attendants and other healthcare functionaries from various Healthcare Facilities, including private facilities.
The technical session addressed key areas such as:
1. Segregation of bio-medical waste at source in accordance with prescribed colour coding (Yellow, Red, White, and Blue categories) as per Schedule I of the Rules.
2. Treatment and disposal technologies, including autoclaving, incineration, shredding, and deep burial as per CPCB guidelines.
3. Category-wise management of bio-medical waste in accordance with the Bio-Medical Waste Management Rules, 2016.
4. Record maintenance, annual reporting, and documentation requirements.
In addition, a hands-on practical session was conducted where participants were guided on:
1. Proper filling of the Annual Report Form.
2. Procedures regarding applying for a grant of Authorisation and Consent in respect of Health Care Facilities.
3. Preparation and submission of the Self-Certification/Declaration Form for the grant of Authorisation and Consent.
