STATE POLLUTION CONTROL BOARD-SIKKIM CONDUCTS SENSITISATION PROGRAMME ON SOLID WASTE MANAGEMENT RULES, 2026:
The State Pollution Control Board-Sikkim conducted a sensitisation programme on 23/03/2026 at Sidkeong Tulku Hall, Parivesh Bhawan, Castanopsis Block, Forest Secretariat, Deorali, on the recently notified Solid Waste Management Rules, 2026 by MoEF&CC, GoI. The programme was attended by  a total of 70 Government officials of various line departments such as Urban Development Department, Rural Development Department, Education Department, Public Health & Engineering Department, Land Revenue & Disaster Management Department, Panchayati Raj Institution, District Administrative Centres, Block Administrative Centres & Urban Local Bodies.
The Official were sensitised on the recently notified Solid Waste Management (SWM) Rules, 2026, which are set to replace the decade-old 2016 framework on April 1, 2026, these regulations introduce a sharper focus on Transparency through digital monitoring, Standards and an audit system, the Polluter Pays Principle, Defined timeline.
The programme started with a welcome address by Ms. Kusum Gurung, Additional Director, SPCB. The Keynote address was delivered by Mr. N.W. Tamang, Member Secretary, SPCB-Sikkim.
The technical session was steered by Mr. Ranjan Rai, Executive Environmental Engineer, SPCB-Sikkim. Presentation on the key features of the new rules, such as Four-Stream Segregation, Polluter Pays Principle and Extended Producer Responsibility (EPR) and duties and responsibilities of line departments was conducted by Mr. Gaychung Lepcha, JSA-SPCB and Ms. Meloom Z. Bhutia, LA-SPCB.
Discussion on the implementation and status of banned SUP items and the implementation of Construction and Demolition Waste Rules, 2025 was also conducted.
The programme ended with a vote of thanks from Ms. Kunzang Z. Bhutia, Sr. Scientific Officer, SPCB.
