District Planning Committee Meeting held at Gangtok.
Gangtok, 20th March: A District Planning Committee (DPC) Meeting was successfully conducted at the Auditorium Hall of the Gangtok District Zilla Panchayat Office, Sichey.
The programme was chaired by Hon’ble Zilla Panchayat Adhakshya, Gangtok, Shri Bala Ram Adhikari, in the presence of Hon’ble Zilla Panchayat Upa-Adhakshya, Smt. Devi Maya Pradhan, along with Hon’ble Zilla Panchayat Members from various constituencies of Gangtok District. The meeting was also attended by Sachiva-cum-District Magistrate, Shri Tushar G. Nikhare; Upa-Sachiva-cum-District Planning Officer (DPO), Shri Sonam G. Bhutia; Deputy Director; officials from the Engineering Cell, headed by the Divisional Engineer; the Accounts Cell, headed by the Accounts Officer; and the Administrative Cell, headed by the Under Secretary.
The programme commenced with the welcome of guests by the DPO through the traditional offering of khadas and bouquets, followed by the welcome address. Discussions were held on various funds as outlined in the agenda, including the 6th State Finance Commission (SFC) Grants and 15th Finance Commission (FC) Grants. A brief discussion was also held on Own Source Revenue (OSR) and office expenditure by the Accounts Officer of the Gangtok District Zilla Panchayat.
During the meeting, the Sachiva-cum-District Collector, Shri Tushar G. Nikhare, emphasised the importance of monitoring various government and NGO-led programmes by the concerned Zilla Panchayat Members within their respective constituencies. He highlighted initiatives such as the Sikkim INSPIRES Programme, Dhara Vikas Yojana, and the implementation of rainwater harvesting systems in schools and households. He further urged members to actively oversee key rural development schemes like the Vibrant Village Programme, Eco-tourism initiatives under Social Forestry, and the development of community centres in areas such as Gnathang.
In his address, Hon’ble Adhakshya Shri Bala Ram Adhikari expressed gratitude to the Sachiva-cum-DC for his continuous coordination and support to the Zilla Panchayat Members. He stressed that development work should be need-based, priority-driven, and planned through active discussions between elected representatives and officials. He also emphasised that the DPC should include representation from at least 29 government departments to effectively address the 29 subjects outlined under the Panchayati Raj system. Special focus was given to strengthening Own Source Revenue (OSR) as a key component for the financial sustainability of the Zilla Panchayat.
The programme concluded with a vote of thanks delivered by Smt. Kusum Chettri, Hon’ble Zilla Panchayat Member.
