Labour Secretary Attends 5th Regional Conference with States and Union Territories on Labour Codes in New Delhi.
New Delhi, March 01: A team of the Labour Department, headed by the Secretary Shri Bhim Thatal, attended the 5th Regional Conference with States and Union Territories on Labour Codes and Other Aspects at EPFO Head Office, Kidwai Nagar in New Delhi on February 27 & 28, 2026.
The conference was organised by the Ministry of Labour and Employment (MoLE), Government of India, which was chaired by the Hon’ble Union Minister for Labour and Employment, Dr Mansukh Mandaviya in the first day and by Ms Vandana Gurnani, Union Secretary,  MoLE, on the next day.  
During the conference, the newly implemented four Labour Codes subsuming all earlier enforced 29 labour laws and state rules, were discussed in detail.
Secretary Shri Bhim Thatal mentioned that the state of Sikkim has some special provisions under Article 371F of the Constitution and therefore, the state of Sikkim is examining the applicability and implementation of these four Labour Codes. A high-level committee is also constituted to study these Codes in line with the special provisions under Article 371F and the old laws of Sikkim.
Secretary Shri Thatal also raised the issue of delay in starting the construction of 100 bedded hospital under the Employee’s State Insurance Corporation (ESIC) for which land has been identified at Mamring in Namchi district and already transferred to the Corporation. He further stressed the establishment of sub regional office of the ESIC in Sikkim.
The delegates of Sikkim were also invited by the Ministry of Labour and Employment at Shram Shakti Bhawan, where a separate meeting on the applicability of amendments or any other legal procedure to address the issues related to Sikkim was widely discussed with the central government officers. The team also had the participation of the Additional Labour Commissioner  Shri Shiromani Neopaney, Assistant Labour Commissioners Shri Navin Sharma, Ms Rajni Rai and Ms Knawang C Phalungtharpa.
