Comprehensive review meeting on Springshed Management and Water Scarcity.
Gangtok, 24 February: District Collector, Gangtok, Mr Tushar G. Nikhare, IAS chaired a review meeting on springshed management and water scarcity in Gangtok at the mini conference hall of District Administrative Centre (DAC), Gangtok, today.
The expert team comprised Mr Tapas Kumar Sahoo, Scientist-B (Hydrogeologist), Mr Arpan Kumar Banerjee, Scientist-C (Hydrogeologist), and Mr Prosenjit Podder, Technical Operator.
A team of scientists from the Central Ground Water Board (Eastern Region, Kolkata) presented their detailed findings and recommendations based on their scientific studies conducted in Gangtok with a focus on springshed management and addressing water scarcity concerns.
The presentation covered a wide range of technical and scientific aspects, including:
1. Population assessment of Gangtok and its implications on water demand
2. Identification and mapping of spring water sources
3. Rock segregation and geological profiling of various areas under Gangtok
4. Assessment of spring water quality
5. Stream hydrograph analysis
6. Geophysical studies
7. Bacteriological analysis of water samples
8. Soil infiltration characteristics
9. Evaluation of groundwater recharge zones

A key highlight of the presentation was the proposed Management Plan, which focused on:
1. Supply-Side Interventions – Measures to enhance and protect water sources, improve recharge mechanisms, and strengthen spring rejuvenation efforts.
2. Demand-Side Interventions – Strategies aimed at water conservation, efficient distribution systems, and reduction of wastage.
3. Groundwater Quality Management – Monitoring and mitigation strategies to ensure a safe and sustainable water supply.
4. Public Awareness Initiatives – Community participation, awareness campaigns, and stakeholder engagement for long-term sustainability.
An interactive session followed the presentation, during which officials from various line departments engaged in a constructive exchange of ideas, clarifications, and technical queries with the scientists from the Central Ground Water Board. The discussion emphasised inter-departmental coordination and the importance of scientific inputs in formulating sustainable water management strategies for Gangtok.
Mr Tushar Nikhare appreciated the detailed scientific assessment and stressed the need for coordinated action among departments to implement practical and sustainable measures to address water scarcity in the district. The meeting concluded with a collective commitment to strengthen springshed management and ensure long-term water security for Gangtok.
The meeting was attended by the Assistant Collector, Gangtok; the ACE, PHE Department; the Joint Director, Mines and Geology Department; the ACF (T), Forest Department; the Divisional Engineer, Water Resources Department; and officials from various line departments.
