District Child Protection Unit (DCPU) Gyalshing Conducts Comprehensive Awareness Programme on Child Rights and Welfare.
Gyalshing,February 17: Under the guidance of Ms Bhawana Subba (DCPO Gyalshing), the District Child Protection Unit (DCPU), under the Women, Child, Senior Citizen and Divyangjan Welfare Department, successfully organised a day-long sensitisation programme today at the Kargi-Ladbang GPK Hall.
The initiative aimed to bridge the gap between child protection laws and community awareness. The event saw active participation from Panchayat members, GPU staff, educators, students, and frontline workers, including ICDS (Anganwadi) and ASHAs.
Key Highlights of the Sessions:
1. Mission Vatsalya & Adoption (Mr Sanjay Subba, Social Worker, DCPU):
Mr Sanjay Subba provided an in-depth look at the Mission Vatsalya Scheme, the flagship initiative for child protection. He categorised care into two main pillars:
Institutional Care: The role of Children’s Homes, Open Shelters, and Specialised Adoption Agencies (SAA).
Non-Institutional Care: He emphasized the importance of Foster Care and Aftercare for children transitioning into adulthood.
Adoption: A clear overview of the legal process for adoption was provided to ensure the community understands the importance of following Central Adoption Resource Authority (CARA) guidelines.
2. Juvenile Justice & Child Helpline (Ms Ushnata Gajmer, Project Coordinator - CHL):
Ms Ushnata Gajmer focused on the Juvenile Justice (Care and Protection of Children) Act, 2015, clarifying the distinction between:
CNCP: Children in Need of Care and Protection.
CCL: Children in Conflict with the Law.
She further addressed the grave issues of child labour and child marriage, citing the Child and Adolescent Labour (Prohibition and Regulation) Act. A vital part of her session was dedicated to Child Helpline 1098, explaining the step-by-step intervention process that occurs once a call is placed to protect a child in distress.
3. POCSO Act & Sponsorship (Mr Mahadeo Sharma, Counsellor, DCPU):
Mr Mahadeo Sharma conducted a sensitive session on the Protection of Children from Sexual Offences (POCSO) Act, detailing its legal provisions and the importance of "Safe Touch" awareness. He also addressed the rising concern of substance abuse among youth.
Sponsorship Scheme: He explained how the government provides financial assistance to families in need to ensure that children can continue their education and remain within their family unit rather than being sent to institutions.
The programme concluded with an interactive Q&A session, followed by a heartfelt vote of thanks delivered by Mr Mahadeo Sharma. The DCPU Gyalshing remains committed to creating a "Child-Friendly District" through continuous grassroots engagement and legal literacy.
