A meeting with representatives of recognised political parties was convened on 17.02.2026 at the Office of the Chief Electoral Officer (CEO), Sikkim, to review the preparedness for the forthcoming Special Intensive Revision (SIR) of electoral rolls and to address queries raised by stakeholders.
The Chief Electoral Officer informed the participants that the door-to-door mapping exercise had been completed with approximately 77% coverage across the State. Electors who have already been successfully mapped will not be required to submit additional documents during the SIR process. The remaining electors served with notices can submit their relevant documents from the eleven indicative documents prescribed by the Election Commission of India (ECI) to support their claims during the submission of enumeration forms, declaration forms and claims & objection period of SIR. An indicative list of these documents was shared with the representatives of political parties for their information and wider dissemination.
It was further clarified that fresh enrolment for the January 2026 quarter, with a qualifying date as of 1st October 2025, has been kept in abeyance in view of the proposed SIR, in accordance with extant instructions. The digitised version of the 2002 electoral roll, along with the available search mechanism, was demonstrated to the party representatives to ensure transparency and facilitate verification, wherever required.
The CEO emphasised the important role of Booth Level Agents (BLAs) in the revision process and requested all political parties to submit updated lists of their BLAs at the earliest so that district-wise training programmes may be scheduled in a timely manner as per ECI guidelines.
During the interaction, various queries relating to enrolment procedures, documentation, and applicable citizenship provisions were addressed. It was reiterated that Aadhaar serves as proof of identity only and does not, by itself, constitute proof of residence or citizenship, in line with existing legal provisions.
The CEO assured all participants that the revision process would be conducted in a transparent, inclusive, and consultative manner. The date for commencement of the Special Intensive Revision has not yet been finalised and will be communicated separately in due course.
