Venue: Conference Hall, District Hospital Mangan.
Mangan, Feb 11: A meeting of the Rogi Kalyan Samiti (RKS), Mangan District, was convened under the chairmanship of the District Collector, Mangan District, Shri Anant Jain, in the presence of Director-cum-Chief Medical Officer (CMO), Dr. Anita Bhutia.
The meeting commenced with a warm welcome to the Chairperson and the CMO through the traditional offering of khadas. Members of RKS from various line departments and stakeholders attended the meeting.

Proceedings of the Meeting-
The meeting began with a detailed presentation by the District Programme Manager (DPM), who provided a brief overview of RKS, its objectives, and Terms of Reference outlining how the committee should function.
The presentation covered:
Structure and functioning of RKS
Fund utilization mechanisms
Components of RKS funds, including:
Untied Funds
Hospital Development Fund
User Charges
Proper usage and monitoring of RKS funds
Details of health facilities under the Mangan District
Referral linkages and service delivery mechanisms
Following this, the District Medical Superintendent (DMS) presented the fund utilization status and placed new proposals before the committee for consideration.
Proposals Placed Before the Committee-
Commercial washing machine and dryer
Aquaguard (hot and cold) installation on each floor
PA system for the Operation Theatre
Painting of Dialysis Unit
Refrigerator for the store
Development of hand washing areas
Improvement of the patient waiting area
Way Forward-
The DMS also highlighted upcoming developments and expansion plans, including:
Operation Theatre for Gynaecology and Ophthalmology
Blood Storage Unit
Integrated Public Health Laboratories
Tele-ICU services
Newborn Care Unit
Palliative Care Unit
Central Sterile Supply Unit (CSSU)
Audiology Unit
Challenges Discussed-
Key challenges were discussed during the meeting, with water logging identified as a major concern affecting infrastructure and service delivery. An open discussion session was held where RKS members and participants shared their suggestions and inputs for improvement.
Keynote Address-
In his keynote address, District Collector Shri Anant Jain emphasized transparency in fund utilization, accountability, inter-departmental coordination, and strengthening healthcare services to meet the needs of the community. He encouraged proactive planning, timely implementation of proposals, and collective responsibility for improving healthcare delivery in Mangan District.
The meeting concluded with a vote of thanks and assurance from all members for continued cooperation and support toward strengthening health services in the district.
