Awareness & Sensitisation Programme on Child Rights Legislation and Services under Mission Vatsalya Scheme (Women, Child, Senior Citizen and Divyangjan Welfare Department)
Organised by: District Child Protection Unit (DCPU), Soreng on 11.12.2025 at Government Senior Secondary School, Sombaria, Soreng District.
The District Child Protection Unit (DCPU), Soreng, conducted an Awareness & Sensitization Programme on Child Rights Legislation and Services under the Mission Vatsalya Scheme with the objective of strengthening understanding among teachers, parents, and stakeholders regarding child protection mechanisms.
The programme commenced with a warm welcome by Ms. Mridula Rai, (DEO, DCPU), who highlighted the importance of creating a safe and supportive environment for children and emphasized collective responsibility in ensuring their welfare. This was followed by an insightful briefing by Mr. Peter Rai, District Child Protection Officer (DCPO), who outlined the objectives of the Mission Vatsalya Scheme, detailing the services available for children in need of care and protection and the vital role of schools, families, and the community in its effective implementation. Mrs. Tek Maya Sharma, Protection Officer (IC) spoke on the POCSO Act, 2012, explaining key provisions, mandatory reporting responsibilities, and child-friendly protection mechanisms.
Mr. Prakash Chandra Subba, Assistant Labour Commissioner, provided an overview of Child Labour laws, identification of cases, and the importance of timely reporting, and also created awareness on the Prohibition of Child Marriage Act 2006.
Mrs. Anusha Thapa, CWC Chairperson, elaborated on the functions of the Child Welfare Committee and Juvenile Justice Board as per the Juvenile Justice Act 2015, and highlighted the responsibilities of teachers, parents, and guardians in ensuring children’s safety and rehabilitation.
Mr. Thakur Prasad Mishra, Supervisor CHL introduced Child Help Line, highlighting its significance as a communication and reporting tool for maintaining safe child environments.
Further, Sub Inspector, Sir Kinzang Bhutia, from Sombaria Police Station, shared safety guidelines for students and explained procedures for reporting child-related offences, explained the Sikkim Anti Drugs Act (SADA) 2006, and stressed community cooperation for effective child protection.
As part of the initiative, Mr. Peter Rai, DCPO, handed over the CHL number board to the School Principal and the Sub-Inspector for display within the school and Sombaria Police Station to strengthen visibility of reporting mechanisms.
The event concluded with a Vote of Thanks delivered by Ms. Mridula Rai, followed by closing remarks from Sangey D. Sherpa ( GT Arts, school teacher), who acknowledged the value of the programme and encouraged participants to apply the knowledge gained for the welfare of students.
