Gangtok, December 2: The Bi-Monthly Inspection of the Hydro Power Projects—Sneha Kinetic Power Project (Greenko) and NHPC (Teesta Stage-V)—within the jurisdiction of Gangtok District was conducted on 1st December 2025 by the District Level Safety Monitoring Committee, led by Mr Sisum Wangchuk Bhutia, Additional District Collector, Gangtok.
The inspection team comprised the Joint Director, District Disaster Management Authority (DDMA), Gangtok District, Addl. Chief Engineer, Water Resources & Development Department, ACF (Territorial), Forest Department, Senior
Geologist, Mines, Minerals & Geology Department, Representatives from Fire Station & Police Department and Plant Heads and technical teams from Sneha Kinetic Power Project Ltd. and NHPC (Teesta Stage-V)
During the inspection, a few observations were made by the inspecting team as follows :
a) Sneha Kinetic Power Project Pvt. Ltd (SKPPL):
The inspection team assessed the availability and functionality of fire safety tools, machines, and emergency response systems. The following observations were made:
1. Several fire safety tools and emergency systems were found to be functional however, the smoke bomb will be tested during the upcoming mock drill.
2. The ceiling in the control room requires immediate repair to prevent potential hazards.
3. Certain machines were found to be covered with temporary plastic-wrapped protection, which needs to be replaced with a permanent and durable solution.
4. The project management was advised to conduct essential life-saving training for workers to enhance on-site emergency response capacity.
b) NHPC ( Teesta Stage-V)
During the inspection at NHPC, the following concerns were identified:
1. NHPC must prepare and implement a comprehensive Disaster Management Plan & SOP at the earliest.
2. Fire hose reels located on the ground floor were found to be non-functional and require urgent repair.
3. Considering the importance of reliable communication during emergencies, NHPC was advised to install optical fibre cables to ensure uninterrupted communication lines.
4. Several fire safety equipment and machines were found to be non-operational, requiring immediate restoration and maintenance.
The inspecting team has highlighted several critical gaps in fire safety, communication systems, and emergency preparedness at both facilities. Immediate corrective actions are required to ensure safety compliance and enhance disaster readiness.
Both Sneha Kinetic Power Project Pvt. Ltd. and NHPC management teams were advised to address the identified issues at the earliest and submit a compliance report to the District Administration.
