Report on the Visit of Dr. Subash Chandar, Quality Council of India
Namchi, 25 September:
On 24th September 2025, Dr. Subash Chandar from the Quality Council of India (QCI) visited the District Veterinary Polyclinic, Namchi. Dr.Chandar has been deputed by the Department of Animal Husbandry and Dairying (DAHD) to evaluate the implementation of the Central Sector Scheme – Livestock Health & Disease Control Programme (LHDCP).
Purpose of the Visit:
The primary purpose of the visit was to assess the impact of the LHDCP on stakeholders, particularly farmers, and to review the quality and effectiveness of veterinary healthcare services under the scheme.
Queries and Interactions:
During the visit, Dr. Chandar raised questions and sought clarifications on the following aspects;
* Infrastructure and facilities: USG, X-ray, and other diagnostic support.
* Vaccination programmes: FMD, PPR, CSF, LSD.
* Animal healthcare services: Quality and outreach.
* Staff strength and deployment.
* Farmers’ training and awareness programmes.
* Challenges faced in vaccination, ear tagging, and data uploading in the Bharatpashudhan portal.
All queries were duly addressed by the concerned officials of the polyclinic Dr Perna Gurung JD cum superintendent, Dr Ekta Pradhan DD, Dr Astuti Rai DD and Dr Karmakit Lepcha DD turuk nodal officer FMD.
Data and Documents Shared:
For reference and evaluation, several key documents were shared with Dr. Chandar, including:
*Annual Report of Namchi District, detailing:
*Patients treated and types of cases handled.
*Anti-Rabies Vaccination (ARV) data.
*FMD vaccination records (Rounds 04, 05, 06).
*PPR( Round 01,02),CSF, and LSD vaccination coverage.
*USG utilization and staff details.
Facility Inspection:
As part of the evaluation, Dr. Chandar inspected the following sections of the District Veterinary Polyclinic:
* Outpatient Department (OPD)
* Diagnostic Laboratory
* Operation Theater
* Medicine Store
* Cold Storage Room
* USG Room
* X-Ray Room
* Doctors’ Room
* Library
* ⁠Inpatient Ward
The visit by Dr. Subash Chandar was successfully conducted and provided a valuable platform to present the progress, achievements, and challenges of the LHDCP implementation in Namchi District. The discussions and inspections carried out during the visit will contribute to the comprehensive evaluation of the scheme by DAHD.
