State-Level Review Meeting on Adi Karmayogi Abhiyaan
Gangtok, September 24, 2025: The Social Welfare Department, Government of Sikkim, convened a State-Level Review Meeting of the Adi Karmayogi Abhiyaan today at the Conference Hall of Tashiling Secretariat. The meeting was chaired by the Chief Secretary, Government of Sikkim, Shri R. Telang, IAS, and was attended by Secretaries of line departments, senior officials, and representatives from district administrations.
The session commenced with a welcome address by the Special Secretary, Tribal Affairs Division, who extended a warm welcome to the Chief Secretary, departmental heads, and officers present.
A detailed presentation was delivered by the Secretary, Social Welfare Department, outlining the objectives of the Abhiyaan, achievements to date, and strategies for convergence of central and state initiatives. The presentation underscored the importance of coordinated action to ensure that every tribal village benefits from this flagship programme of the Ministry of Tribal Affairs.
District Collectors of Gyalshing, the Additional District Collector of Namchi, the Sub-Divisional Magistrate of Mangan, and BDOs from 15 blocks participated virtually. They shared ground-level updates, provided inputs, and received specific instructions for accelerating implementation. The deliberations focused on the convergence of departmental schemes, timely release of resources, and capacity-building measures to strengthen community participation. It was noted that implementation has already commenced at the block level, with districts expected to meet the requirements set by the Ministry of Tribal Affairs well within the stipulated timelines.
An open-floor discussion allowed representatives of line departments to raise concerns, share success stories, and suggest mechanisms for improved inter-departmental coordination.
The Chief Secretary commended the collaborative approach and reaffirmed the State Government’s commitment to inclusive growth. He urged departments to maintain momentum and ensure swift on-ground execution. Key directives issued included:
• Village Action Plans: All districts must upload comprehensive Village Action Plans by 30 September 2025 to enable coordinated implementation.
• Funding: Districts may mobilize resources through departmental schemes or request support from respective ministries to ensure that no project is delayed due to lack of funds.
• Final Submission: All data and documentation must be fully uploaded by 10 October 2025 for state-level review and onward submission to the Ministry of Tribal Affairs.
The meeting concluded with a vote of thanks by the Joint Secretary, Tribal Affairs Division, who acknowledged the contributions of line departments and district administrations.
This review meeting reaffirmed the Government of Sikkim’s resolve to ensure that every tribal village benefits from the Adi Karmayogi Abhiyaan through well-planned actions, convergence of efforts, and collaborative governance.
