DAC Gangtok Wins National e-Governance Award for Amin Management System (AMS)
Gangtok, September 22, 2025: The District Administrative Centre (DAC), Gangtok, has brought national recognition to Sikkim by winning the Silver Award at the National Awards for e-Governance 2025 for its flagship initiative, the Amin Management System (AMS). The award was conferred under the category “Grassroot Level Initiatives for Deepening/Widening of Service Delivery with focus on initiatives by District Level/Urban Local Bodies (ULBs).”
AMS, conceptualised and implemented by Gangtok District, is now being scaled across Sikkim in line with the Hon’ble Chief Minister’s vision of “Governance at Doorstep.”
The system enables citizens to seamlessly book Revenue Surveyors (Amins) online through the AMIN App (both Android and iOS) or by visiting www.dacgangtok.in
for land spot verification services, and to receive their reports digitally. Offline requests are also digitised, ensuring transparency, accessibility, and record preservation for posterity and legal use.
Key Highlights of AMS:
*Integrated Mobile & Web Platform:* Citizens can book surveys and access reports anytime, anywhere.
*Digitisation of Records:* Offline applications are converted online for future reference and legal use.
*Strict Accountability:*
1. District Collector alerted if surveys are not conducted or geo-tagged photos not uploaded within 24 hours.
2. ADM/SDMs alerted if Spot Verification Reports are not uploaded within 4 days.
*Leadership Oversight:* Monitoring through live dashboards by DC, ADCs, and SDMs.
*Citizen Support:* Dedicated helpdesks and call centres for guidance.
*Impact at a Glance*
1. 1,400+ spot verifications booked online since January 2025.
2. 80%+ cases completed on time, reducing pendency.
3. Turnaround time reduced from 1 month to just 4–7 days.
4. Improved transparency and accountability, with survey status visible to both citizens and officials.
5. Statewide replication in progress, expanding benefits beyond Gangtok.
The award was received on behalf of Gangtok District by Sh. Tushar Nikhare, IAS, DC Gangtok; Sh. Sisum Wangchuk Bhutia, ADC Gangtok; Sh. Girdhari Lal Meena, IAS, ADC Pakyong (then SDM/HQ, Gangtok); and Sh. Sital Sharma, AD/IT, Gangtok.
The ceremony, held at the Novotel Conference Hall, Visakhapatnam, Andhra Pradesh, was graced by Sh. Jitendra Singh, Hon’ble Minister of State for Personnel, Public Grievances & Pensions, Government of India, and Sh. N. Chandrababu Naidu, Hon’ble Chief Minister of Andhra Pradesh, under the theme “Viksit Bharat: Civil Service & Digital Transformation.”
The National Awards for e-Governance are India’s highest recognition for excellence in e-Governance, with 589+ applications received from across the country this year. This achievement is a matter of immense pride and honour for Gangtok District and the State of Sikkim.
