PRESS RELEASE FROM THE OFFICE OF DEPUTY SPEAKER SLA

Namchi, 14 September: It was an honour to be part of the 11th CPA India Region Conference held in Bengaluru, Karnataka from 11th–13th September 2025, organised by THE CPA Karnataka Branch, Karnataka Legislative Assembly.
From Sikkim, the delegation was led by Hon’ble Speaker SLA Shri Mingma Norbu Sherpa, accompanied by myself, Secretary SLA Shri Lalit Gurung, Principal Director SLA Shri Karma Bhutia and other officials.
The conference was inaugurated on 11th September at the Grand Steps of Vidhan Soudha, graced by the Hon’ble Chief Minister of Karnataka Shri Siddaramaiah as Chief Guest, along with Hon’ble Speaker Lok Sabha & President CPA India Region Shri Om Birla, Hon’ble Deputy Chief Minister of Karnataka Shri D.K. Shivakumar, Hon’ble Deputy Chairman Rajya Sabha Shri Harivansh, Hon’ble Speaker Karnataka Shri U.T. Khader Fareed, Hon’ble Chairman Karnataka Legislative Council & Joint President CPA Karnataka Shri Basavaraj Shivalingappa Horatti and Speakers, Deputy Speakers and officials from across the country.
The two-day plenary sessions were held at the West End Court of Hotel Taj West End on the theme:
“Debates and Discussions in the House of Legislature: Building People’s Trust, Meeting People’s Aspirations.”
The sessions also included the Executive Meeting and General Assembly.
It was indeed a proud moment for Sikkim when our Hon’ble Speaker Shri Mingma Norbu Sherpa was nominated as the Chairman of the plenary session — the first time such an honour was accorded to a representative from the tiny Himalayan states.
The closing ceremony on 13th September was graced by Hon’ble Governor of Karnataka Shri Thaawarchand Gehlot, along with Hon’ble Speaker Lok Sabha Shri Om Birla, Hon’ble Deputy Chairman Rajya Sabha Shri Harivansh and other dignitaries.
The conference was a wonderful experience with warm hospitality, meaningful deliberations and insightful sessions aimed at strengthening democracy and parliamentary practices across our nation.
I extend my heartfelt gratitude to our Hon’ble Chief Minister Shri Prem Singh Tamang-Golay for giving us this opportunity to represent Sikkim at such a prestigious national platform.
And also warm gratitude to Hon’ble Speaker Karnataka Legislative Assembly Shri U.T Khader Fareed, Hon’ble Deputy Speaker Karnataka Legislative Assembly Shri Rudrappa Manappa Lamani and all the concerned officials engaged in conference for your kind gestures and wonderful hospitality.
