Sikkim’s Education Monitoring and Management Information System (EMMIS) Receives CIPS Award 2024
Gangtok, August 24: The Education Department, Government of Sikkim has been honoured with the prestigious Centre for Innovations in Public Systems (CIPS) Award 2024 for its flagship digital initiative, Education Monitoring and Management Information System (EMMIS).
The Centre for Innovations in Public Systems (CIPS), established under the Administrative Staff College of India (ASCI), Hyderabad, promotes and recognizes innovative practices in governance across India. CIPS Awards honours’ initiatives that demonstrate efficiency, transparency, accountability and innovation in public service delivery serving as a platform to showcase best practices for replication in other states. The innovations are in a variety of sectors like Education, Environment, Information Technology and Rural Development.
The award received by Shri Tashi Chophel Lepcha, Secretary (School Education) was presented by Shri Manoj Sinha, Hon’ble Lieutenant Governor of Jammu & Kashmir and Shri Atal Dulloo, IAS, Chief Secretary of Jammu & Kashmir. Shri Tashi Chophel Lepcha was accompanied by Mr. Dig Vijay Basnet, Programme Officer, Samagra Shiksha in the CIPS Awards Ceremony – 2024, held on 22nd August, 2025 at Pandit Bhajan Sopori Auditorium, Directorate of Information, Srinagar, Jammu & Kashmir.
The CIPS Award 2024 is a national recognition of Sikkim’s effort to transform education governance through technology. By leveraging EMMIS, the Education Department has created a model of transparency and accountability that not only improves the day-to-day functioning of schools but also strengthens the overall delivery of education in the state.
EMMIS – has emerged as a comprehensive digital platform integrating schools all across Sikkim. Accessible via both web and mobile applications, it enables real-time access to data on students, teachers, schools and infrastructure. Critical processes have been digitized viz. Daily student and staff attendance updates, Online Transfer Certificates (TCs), Employee service orders, School requirements tracking, Dynamic websites developed for schools, Statewide implementation of online report cards, Digital ID cards introduced for both students and employees, etc.
