District Administration Mangan Launches Online Ex-Gratia Management System on Independence Day
Mangan, 15th August: The District Administration, Mangan, has launched a pioneering Ex-Gratia Management System (ExMS) on the occasion of Independence Day. The system was formally inaugurated by Hon’ble Minister-cum-MLA Shri Samdup Lepcha.
During the launch presentation, District Collector Mangan, Shri Anant Jain, explained that all ex-gratia claims gradually will be processed through the new platform. A dedicated WhatsApp-based chatbot has been developed for applicants, enabling them to submit claims easily by filling in basic details. Upon submission, an application ID will be generated, and the claim will be processed digitally via the ExMS portal and mobile application.
Assistant Director, IT, Shri Muksam Limboo, gave a brief demonstration of Chatbot, as well as an overview of the overall all ExMS platform. The platform has been entirely designed and developed in-house by the IT Section, District Collectorate, Mangan.
Field officers will capture geo-tagged photographs of the affected sites — even in areas without internet connectivity — ensuring accurate location data. The reports will then be routed online to the respective Sub-Divisional Magistrate (SDM) and subsequently to the District Magistrate (DM) for approval. The system also digitally tracks cheque distribution by mapping each cheque number to the corresponding beneficiary record.
Key Benefits of the ExMS:
1. Automatic detection of duplicate claims.
2. Quick search of claims using Parcha No., Landowner Name, or Geo-coordinates.
3. Generation of heat maps to identify landslide-prone areas based on historical ex-gratia disbursement data.
4. Digital tracking of cheque payments for enhanced record-keeping and transparency.
This initiative marks a significant step towards efficiency, transparency, and data-driven disaster management in Mangan district.
