A Co-ordination meeting of the Urban Development Department was chaired by the Hon’ble Minister, Urban Development Department Shri Bhoj Raj Rai in the Conference Hall of Tashiling Secretariat, Gangtok on 24.02.2025. The meeting had the presence of the Hon’ble Minister, Roads & Bridges Department Shri N.B. Dahal, Hon’ble MLA cum Advisor, Land Revenue & Disaster Management Shri L.B. Das and the Hon’ble MLA, Namchi-Singhithang Shri Satish Chandra Rai.
Welcoming the participants in the meeting, the Secretary, Urban Development Department briefly highlighted the agenda of the meeting for deliberation.
After due deliberation and discussion in the meeting, the following decision were taken, namely;
1. Vegetable Market (Livelihood) cum Parking with allied facilities at Lall Bazaar, Singtam, East Sikkim.
This building has been constructed during 2017 and was inaugurated on 21st February, 2019. This building was constructed for relocating the existing traders and hawkers who were operating in the open market at Lall Bazaar, Singtam. After due deliberation with the Hon’ble Minister cum MLA, Khamdong-Singtam Constituency Shri N.B. Dahal, it has been decided that the Department shall proceed ahead with the allotment of hawker tables to those 254 hawkers who were in existence prior to the construction of this building after verifying their availability of their documents such as SSC/ COI and RC in the first phase. For the subsequent allotment, it will be decided on case-to-case basis and need basis.
Meanwhile, the Hon’ble Minister, UDD desires to have the physical verification of the building on 3rd March, 2025 with the Hon’ble Minister cum MLA Khamdong-Singtam Constituency Shri N.B. Dahal & the Officers of the Department.

2. Basic Services to the Urban Poor (BSUP) Housing Unit at Majhigaon, Rangpo.
The Department has informed the Hon’ble MLA cum Advisor, LR&DMD Shri L.B. Das about the present status of the occupants occupying the units and those occupied by the illegal occupants and the present units lying vacant. After due deliberation, he desired that the Department may proceed ahead with the eviction of the illegal occupants of the units in the first phase. For further regularisation of the allotment including the fresh allotments, there shall be further decision which shall be taken after considering other pressing needs and requirements. The Hon’ble Minister, UDD has however, desired to have the physical verification of the units with the Department, the Hon’ble MLA, the District Collector, Pakyong and the local representatives before we take necessary action. The inspection shall be carried out on 3rd March, 2025 during the visit of the Singtam Shopping Complex.

3. Namchi Shopping Complex, Namchi.
The Department briefed the details about the status of the Shopping Complex and has pointed out the number of defaulters who have defaulted in paying the rental amount. The Hon’ble MLA, Namchi-Singhithang Shri Satish Chandra Rai has been already seized of the matter. The MEO, Namchi Municipal Council has submitted some revenue being collected from the rentals paid by the defaulters to which the Hon’ble MLA, Namchi- Singhithang Shri Satish Chandra Rai has also endorsed. It has been decided that the defaulters should be served with the final notice for clearance of their rental dues failing which they shall be evicted as per law. The Hon’ble Minister, UDD has fixed 10th March, 2025 for the inspection of Namchi Bazaar.

Other issues concerning the Department.
1. The Additional Secretary, Circle Office, UDD, Jorethang has suggested for deeper coordination with the Circle Office, Jorethang for all matters relating to the UDD and the Municipalities of Jorethang & Namchi. He has further informed the meeting that the office of the Bazaar Officers of UDD in South-West circle has to be empowered with specific responsibilities with basic requirements of office, computers and furniture’s being provided to them.

2. During the meeting, the issue of renewal and issuance of Trade License has also been discussed. The Hon’ble Minister, UDD has directed to submit the proposal to the Government for bringing out the necessary Amendment in the Rules to check the illegal traders to operate the business without having the valid documents as are prescribed in the Rules of the Trade License as amended till date.

3. The Hon’ble MLA cum Advisor, LR&DMD has observed some Forest land being occupied by some organisation in Rangpo Nagar Panchayat jurisdiction and has suggested that since, Rangpo comes under Nagar Panchayat under UDD, this has to be looked into by the Department for further action.
