Gangtok District Administration Launches Citizen Charter, Online Marriage Registration System, and Token Management System at Sun Talks Event
The District Administration Centre (DAC), Gangtok, introduced three key citizen-centric initiatives today during the inaugural ceremony of “Sun Talks” at Chintan Bhawan—a collaborative program between the Gangtok District Administration and the Sun Pharma(CSR Wing).
The newly launched initiatives, including the Citizen Charter, Online Marriage Registration System, and Token Management System, are aimed at improving public service accessibility and efficiency.
Mr Raju Basnet, Minister, of Education, Sports and Youth, Law, and Parliamentary Affairs attended the program as Chief Guest. He emphasised the importance of e-governance and a citizen-centric approach among officials. He mentioned that the Citizen Charter and the two other e-governance initiatives support the vision of the Chief Minister of Sikkim for an effective, people-focused, and transparent government.
The event had the presence of Mr Tshering T Bhutia, Minister of Tourism & Civil Aviation and Commerce & Industries Departments, Mr GT Dhungel, Minister Health & Family Affairs Department, Mr Delay Namgyal Barfungpa, Area MLA Gangtok; Mr Sonam Venchungpa, Area MLA Martam, Mr Tenzing Lamtha, Area MLA Shyari, and Mr Chandrashekhar Gowda, Associate Vice President, Sun Pharma & Group Company.
Mr Tushar G Nikhare, District Collector, Gangtok, highlighted the essential role of officers in delivering services effectively. He emphasised that the District Administrative Centre (DAC) is actively implementing new e-governance initiatives aimed at enhancing service accessibility and affordability for all citizens. These initiatives, including the Citizen Charter, are designed to ensure that government services are streamlined and readily available, fostering transparency and efficiency in public administration.
Mr GL Meena, SDM(HQ)-Gangtok, presented an overview of these three initiatives, describing the needs and benefits of each. He highlighted how these initiatives support effective, citizen-centric, and doorstep-based governance, aiming to make public services more accessible and responsive to residents.
Citizen Charter
The Citizen Charter outlines DAC Gangtok’s Vision and Mission, listing the services provided by the administration and introducing a grievance redressal and feedback mechanism. This charter is designed to ensure timely, responsive service delivery and to set clear standards for public interaction with the district administration.
Online Marriage Registration System
This new digital platform enables couples to register their marriages online, reducing in-person visits and streamlining the application process. With the Online Marriage Registration System, citizens can complete applications and track their status in real time, ensuring a transparent and user-friendly experience.
Token Management System
To handle high visitor traffic, the Token Management System offers an organized, streamlined queue process. Citizens can now check-in for services, receive tokens, and monitor their application status on digital display boards, which enhances service efficiency and reduces wait times. The final version of the Token Management System is expected to be operational within the next 15 days.
These initiatives align with the Government of Sikkim’s vision for a “Sunaulo Samriddha ani Samarth Sikkim” by fostering a more accessible, efficient, and citizen-friendly public service system for the benefit of all residents.
Also present were the officers of the District Administrative Centre (DAC), Gangtok, Heads of Departments (HoDs) of all the units of Sun Pharma & Group Co, faculty members along the students of educational institutions.
