Training on Special Intensive Revision (SIR) of Electoral Rolls Held in Soreng
Soreng, May 25 (IPR): The District Election Officer-cum-District Collector, Soreng, Mr Dhiraj Subedi, chaired a training programme on the Special Intensive Revision (SIR) of Electoral Rolls at the Rurban Complex, Soreng, today.
The training programme aimed to orient Electoral Registration Officers (EROs), Assistant Electoral Registration Officers (AEROs), Additional Assistant Electoral Registration Officers (AEROs), BLO Supervisors, Booth Level Officers (BLOs) and Booth Level Agents (BLAs) on the process and procedures related to the Special Intensive Revision (SIR).
Addressing the house, the DEO emphasised the importance and necessity of the SIR exercise and urged all officials to carry out the process with utmost seriousness and dedication. He stressed the need for proper coordination among all stakeholders involved in the revision process and encouraged officials to seek clarification on doubts at every level. The BLOs were further instructed to remain vigilant and proactive during the SIR exercise.
A detailed presentation on the Special Intensive Revision was delivered by Deputy DEO-cum-ADC, Soreng, Mr DR Bista. He explained the need for the SIR in electoral rolls and elaborated on its key features, including pre-filled Enumeration Forms (EF), draft electoral rolls, hearings and appeals. Special emphasis was laid on house-to-house visits by BLOs to ensure the Enumeration Forms reach every elector. It was informed that electors who fail to receive or submit the Enumeration Form may not be included in the draft electoral roll. Information regarding new enrollments through the submission of Form 6 along with declaration forms was also shared. He further outlined the complete schedule of the SIR process, from preparation, training and printing to publication of the final electoral roll. He highlighted the enumeration phase to be conducted through house-to-house visits using the ECINET platform and also spoke on the rationalisation of polling stations.
The session also covered publication of draft electoral rolls, claims and objections through Forms 6, 7 and 8 for inclusion, deletion and corrections respectively, along with procedures for notice, hearing and verification. Officials were briefed on the responsibilities of DEOs, BLOs and Supervisors, including the "Book a Call" feature enabling electors to directly contact BLOs for clarification and assistance. Detailed information on the indicative documents required for verification and the features and application process of ECINET was also provided.
The trainees were further familiarised with the BLO App, including its key features and functionalities.
Initially, the programme commenced with introductory remarks by ERO (06-Daramdin AC) and SDM (HQ), Mr Prem K Subba, while the vote of thanks was delivered by ERO (05-Rinchenpong AC) and SDM (Mangalbaria), Mr DN Sharma.
Among those present during the training programme were AD (Election Cell) Mr MK Gurung, OS (Election Cell) Ms Ambika Rai, officials and staff of the Election Cell, Soreng and representatives of political parties including BJP, SKM, SDF and CAP (Sikkim).
