Three-Day Training on Disaster Preparedness and Climate Change Held at BAC, Passingdang
Dzongu, February 18: A three-day training programme on Disaster Preparedness and Climate Change through Panchayati Raj Institutions (PRIs) was conducted from 16th to 18th February 2026 at the Block Administrative Centre, Passingdang. The programme was organised by the State Institute of Rural Development and Panchayat Raj (SIRDPR), Sikkim, in collaboration with BAC Passingdang.
The training aimed to strengthen the capacity of Gram Panchayat–level functionaries to effectively plan and respond to disaster and climate-related emergencies. Participants included Disaster Management Assistants, Coordinators, Supervisors, and Planning, Project & Monitoring Assistants (PPMAs) from the Office of the SDM, Dzongu, and various GPUs under BAC Passingdang.
Key sessions focused on public service ethics, disaster risk reduction frameworks, Hazard–Risk–Vulnerability–Capacity (HRVC) analysis, preparation of Village Disaster Management Plans (VDMPs), and community engagement through Participatory Rural Appraisal (PRA). Experienced resource persons from SIRDPR, SSDMA, and line departments facilitated the sessions.
A field exercise was conducted at Passingdang Saffo Gram Panchayat Unit, where participants prepared draft disaster management plans based on local conditions.
The valedictory function was graced by Sonam Kipa Bhutia, Zilla Up-Adhyakshya, Mangan District Zilla Panchayat, as Chief Guest, along with the Block Development Officer, Passingdang. Addressing the participants, the Chief Guest emphasised the crucial role of frontline functionaries in ensuring that disaster management plans serve as practical tools for safeguarding lives, property, and infrastructure.
The programme concluded with the presentation of drafted VDMPs and the distribution of certificates to all participants. The training was coordinated by Mr. Suren Mohra, Junior Faculty, SIRDPR, posted at BAC Passingdang.
