State-Level Capacity Building Workshop Held under Mission Karmayogi
Gangtok, April 2 (IPR): The Department of Personnel, Government of Sikkim, organised a State-Level Workshop on “Institutionalising Capacity Building: From Training to Performance-Linked Governance” under Mission Karmayogi at Chintan Bhawan today.
Chief Secretary Mr R Telang attended the programme as the Chief Guest.
Addressing the gathering, Mr R Telang stated that capacity building remains central to strengthening governance and improving service delivery. He emphasised that training must be linked with performance to ensure effective implementation of government programmes. He added that structured learning enables officials to respond effectively to emerging administrative challenges and enhances overall institutional efficiency.
The Chief Secretary stressed the need to shift from individual-centric functioning to a system-driven approach. He stated that systems should be structured to ensure continuity of work and enable smooth transition, allowing processes to function efficiently. He added that governance must remain people-centric and that delivery of services should be treated as a responsibility rather than a favour. He further stated that a well-defined system reduces dependency on individuals and ensures consistency in decision-making across departments.
Mr R Telang further stated that responsibilities should be distributed evenly among officials instead of concentrating functions with a single officer. He emphasised the importance of moving from a power-based structure to a performance-based framework, adding that such a shift in work culture would strengthen administration and support development outcomes. He also highlighted that accountability mechanisms should be clearly defined to ensure transparency and measurable outcomes in governance.
He urged officials to treat the workshop as an opportunity for learning and to apply the knowledge in their respective departments.
Secretary, Department of Personnel, Mr Rinzing Chewang Bhutia, in his address, expressed appreciation to the participants and highlighted the importance of institutionalising capacity building across departments. He stated that governance systems are evolving with new policies and technologies and emphasised that continuous learning remains essential in public service.
Mr Rinzing Chewang Bhutia informed that personalised learning pathways are available through the iGOT platform to support self-improvement among officers. He requested Heads of Departments to facilitate training and related exercises within their respective offices and encouraged participants to utilise the initiative effectively.
Secretary, DOP said that Sadhana Sapta is being observed from April 2 to April 8 under Mission Karmayogi as a national capacity building initiative. He informed that the programme aims to promote continuous learning, strengthen the competencies of government officials, and improve service delivery. He added that it encourages officials to engage with the iGOT platform and supports a citizen-centric and performance-based governance system.
Earlier, the welcome address was delivered by Special Secretary, Department of Personnel, Ms Thinley Pema Chankapa.
Director, Administrative Training Institute-cum-Special Secretary, DOP, Mr Mahesh Sharma, presented an overview of the workshop and the implementation of iGOT in the State. He informed that Mission Karmayogi focuses on capacity building of government officials through a competency-based approach.
He outlined the activities undertaken in the State, including orientation programmes, workshops and consultations across departments. He stated that the initiative promotes continuous learning through the iGOT platform and supports integration of capacity building with administrative functions.
Mr Mahesh Sharma explained that departments are required to identify roles and responsibilities, ensure structured work allocation and establish monitoring mechanisms as part of Capacity Building Plans. He also highlighted challenges such as gaps in work allocation, coordination issues and limited availability of content in local languages, adding that these are being addressed through improved coordination and streamlined processes.
The programme included an interactive session during which nodal officers shared updates on departmental progress under capacity building plans.
The workshop was attended by Additional Chief Secretaries, Principal Chief Secretaries, Heads of Departments, Secretaries, Nodal Officers and officers of the level of Joint Secretary.
The programme concluded with a vote of thanks proposed by Under Secretary, Department of Personnel, Mr Ram Singh Rai.
