Sikkim Signs MoU with Capacity Building Commission and Karmayogi Bharat
Gangtok, Feb 11 (IPR): The Government of Sikkim signed a Memorandum of Understanding (MoU) with the Capacity Building Commission and Karmayogi Bharat at the Conference Hall, Tashiling Secretariat, today.
Mission Karmayogi is an initiative of the Government of India to strengthen civil services through continuous capacity building, competency-based training and digital learning.
Chief Secretary, Government of Sikkim, Mr R Telang, expressed gratitude to the officials of the Capacity Building Commission and Karmayogi Bharat for their presence and support. He stated that the MoU provides an opportunity for the State to strengthen institutional capacity under the Mission Karmayogi framework and to align training with defined competencies and performance outcomes.
Mr R Telang said that Sikkim has the skill and potential to deliver effective services to citizens. He noted that the State has adopted several citizen-centric practices and models and stated that the collaboration would further strengthen governance systems and support the State in setting administrative benchmarks.
He urged State Government officers to adopt the institutional mechanisms envisaged under Mission Karmayogi to strengthen public administration. He emphasised that departments must undertake structured training and prepare capacity-building plans to enable officers to enhance their skills and remain prepared for emerging responsibilities. He also stressed the need to conduct team-building exercises to improve coordination for better service delivery.
Earlier, Principal Consultant, Capacity Building Commission, Ms Chandralekha Mukherjee, in her virtual address, stated that she felt privileged to be associated with the State of Sikkim on the occasion of signing of the MoU. She emphasised that capacity building plans, technology adoption and AI-enabled training must link directly to performance outcomes. She underlined the need for rapid and accurate preparation of Capacity Building Plans to ensure targeted and competency-based learning across departments.
Referring to iGOT Karmayogi, Ms Chandralekha Mukherjee stated that it functions as the digital platform under Mission Karmayogi for continuous, role-based learning of public officials. The platform enables competency mapping, provides access to curated courses, offers personalised learning pathways and allows digital tracking of progress. She stated that it supports Ministries and States in aligning training with identified competency requirements and enables scalable capacity building across levels of governance.
In his presentation, Member (HR), Capacity Building Commission, Dr R Balasubramanium, outlined the objectives and framework of Mission Karmayogi. He stated that the mission seeks to build a citizen-centric and future-ready civil service through continuous capacity building, with emphasis on mindset transition and lifelong learning.
Explaining the Karmayogi Competency Model, Dr R Balasubramanium stated that the framework comprises behavioural, functional and domain competencies designed to enable effective role performance across institutions and strengthen public service delivery. He added that the expected outcomes include improved accountability, enhanced performance, citizen centricity, technology-enabled governance and a future-ready bureaucracy.
He informed that the Capacity Building for Viksit Panchayats initiative aims to develop an implementable and scalable model to strengthen Panchayati Raj governance in alignment with Mission Karmayogi, supported by competency frameworks and digital tools. He further stated that the mission promotes a demand-driven ecosystem covering training needs assessment, course design, faculty development, digitalisation, collaboration, evaluation and governance reforms.
Referring to the Rashtriya Karmayogi Large Scale Intervention, Dr R Balasubramanium stated that the programme adopts a layered master trainer model to enable large-scale capacity building. He also highlighted the Citizen Centricity Toolkit developed by the Capacity Building Commission to enable Ministries and Departments to undertake self-assessment and strengthen internal processes.
Further, General Manager, Karmayogi Bharat, Ms Soumi Banerjee, delivered a presentation focusing on the iGOT digital platform and State collaboration. Ms Soumi Banerjee explained that Ministries and States must nominate a State Nodal Officer to activate administrative access and manage learners and content. She stated that iGOT Karmayogi functions as a Digital Public Infrastructure for capacity building and supports large-scale onboarding and course participation.
She highlighted iGOT, which provides personalised course recommendations and guided support based on user profiles. She emphasised the need for an AI-driven Capacity Building Plan generation to standardise processes and provide competency-based learning pathways.
Ms Soumi Banerjee outlined the role of Karmayogi Bharat in operationalising the digital platform, curating content, mapping competencies, creating competency passbooks, establishing assessment frameworks and developing monitoring dashboards. She stated that Mission Karmayogi aims to onboard officials at all levels, develop State-specific content in regional languages and tailor capacity-building programmes to State requirements. She also referred to curated programmes on iGOT, Karmayogi Talks as a knowledge-sharing platform and the Karmayogi Help Desk for technical support.
The programme had the presence of Heads of Departments, Secretaries, officials from the Capacity Building Commission, Karmayogi Bharat and the State Government.
The programme concluded with a vote of thanks proposed by Special Secretary, DOP-cum-Director, ATI, Mr Mahesh Sharma.
