Sikkim Legislative Assembly Concludes Budget Session, Approves Rs 16196 Crore Budget
Gangtok, March 28 (IPR): The concluding day of the Second Session (Part III) of the Eleventh Assembly (Budget Session 2025-2026) of the Sikkim Legislative Assembly saw passing of the General Budget for the Financial Year 2025-26, amounting to Rs 16196 crore at Sikkim Legislative Assembly Secretariat, today.
The house also passed the Sikkim Appropriation Bill, 2025 (Bill No 11 of 2025) for Annual General Budget 2025-26, introduced by Mr Prem Singh Tamang, Chief Minister also the Minister-in-Charge of the Finance Department. Wherein the Bill is introduced in pursuance of clause (1) of Article 204 of the Constitution of India to provide for the appropriation out of the Consolidated Fund of the State of Sikkim of the money required to meet the expenditure charged on the Consolidated Fund of the State of Sikkim and Grants made by the Sikkim Legislative Assembly for the expenditure of the Government of Sikkim for the Financial year, 2025-26.
The fourth and final day of the Budget Session 2025-26 also saw passing of the Separate Demands for Grants 2025-26 under the following Ministers- in-Charge :
Mr GT Dhungel, Minister-in-Charge of Health & Family Welfare Department and Culture Department.
Mr Puran Kumar Gurung, Minister-in-Charge of Agriculture Department, Horticulture Department, Animal Husbandry & Veterinary Services Department and Fisheries Development Department.
Mr Pintso Namgyal Lepcha, Minister-in-Charge of Forest & Environment Department, Mines and Geology Department and Science & Technology Department.
Mr Nar Bahadur Dahal (Chettri), Minister-in-Charge of Roads & Bridges Department.
Mr Raju Basnet, Minister-in-Charge of the Education Department, Sports & Youth Affairs Department, Law Department and Parliamentary Affairs Department,
Mr Prem Singh Tamang, Chief Minister is also the Minister-in- Charge of Home Department, Finance Department, Planning and Development Department, Department of Personnel, Power Department, Excise Department, Land Revenue and Disaster Management Department, Transport Department, Information and Public Relations Department, Information Technology Department, Skill Development Department and other Departments not allotted to other Ministers of Government of Sikkim.
Thereafter, the Assembly took up the election of the Members to Constitute Committee on Public Accounts and Committee of Estimates for the Financial Year 2025-26.
MLAs Mr Sonam Tshering Venchungpa and Mr Aditya Golay Tamang were elected as Members of the committee on Public Accounts for the Financial Year 2025-26. MLA, Mr Sonam Tshering Venchungpa was elected as the Chairman of the Committee.
Similarly, MLAs Mr Aditya Golay Tamang and Mr Sonam Tshering Venchungpa, were elected as Members of the committee of Estimates for the Financial Year 2025-26. MLA, Mr Aditya Golay Tamang was elected as the Chairman of the Committee.
Likewise, the Speaker made the following nominations for various Committees for the Financial Year 2025-26.
1. Committee on Government Assurances: Minister Mr NB Dahal, MLA Mr L N Sharma, and MLA Mr Erung Tenzing Lepcha were nominated as Members of the Committe on Government Assurances. Mr LN Sharma was nominated as the Chairman of the Committee.
2. Rules Committee: MLAs Mr Samdup Tshering Bhutia and Mr Sudesh Kumar Subba were nominated as Members of the Committee. The Speaker is the Ex-officio Chairman of the Committee on Rules.
3. Library Committee: MLAs Mr Thenlay Tshering Bhutia, Ms Kala Rai, Mr Delay Namgyal Barfungpa and Mr Rikshal Dorjee Bhutia were nominated as Members of the Committee. The Deputy Speaker of Sikkim Legislative Assembly is the Ex-officio Chairman of the Library Committee.
4. House Committee: MLAs Mr Lall Bahadur Das, Mr Thenlay Tshering Bhutia and Mr Sanjit Kharel were nominated as Members of the Committee. Mr Lall Bahadur Das was nominated as the Chairman of the Committee
5. Committee of Privileges: MLAs Mr Bedu Singh Panth, Mr Madan Cintury and Ms Pamin Lepcha were nominated as Members of the Committee, with Mr Bedu Singh Panth as its Chairman.
Thereafter, the MLAs Mr BS Panth, Mr Sanjit Kharel and Mr Aditya Golay were nominated as the Members for the Panel of Chairmen for the Financial Year 2025-26 by the Speaker.
Thereafter, Chief Minister also the Minister-in-Charge Of Finance Department, presented the following CAG Reports to the House:
1. Appropriation Accounts, Government of Sikkim for the year 2023-24
2. Finance Accounts, Government of Sikkim, (Volume I & II) for the year 2023-24, and
3. Accounts at a Glance, Government of Sikkim for the year 2023-24.
The Chief Minister also the Minister-in-Charge of Finance Department also presented the Medium Term Fiscal Plan for the Sikkim 2025-26 to 2027-28 to the House. He also presented the Evaluation Report of Compliance to Provisions of the Sikkim FRBM Act, Fiscal Year 2021-22 and 2022-23 to the House. He also presented the Half Yearly Review Report 2024-25, Review of the Trends in Receipt and Expenditure in relation to Budget to the House.
Thereafter, Speaker Mr Mingma Norbu Sherpa announced the laying of the Sikkim Banning of Unregulated Deposit Schemes Rules, 2025 on the table of the House.
In his closing remarks, the Speaker Mr Mingma Norbu Sherpa, acknowledged the smooth conduct of the four-day Budget Session 2025-26. He thanked the Governor for delivering the budget address and the Chief Minister for presenting a budget that reflects the aspirations of the people of Sikkim. He also appreciated the Members of the Assembly for their participation and adherence to protocol.
The Chief Minister, in his valedictory remarks, expressed gratitude to the Governor Mr Om Prakash Mathur for his budget address. He stated that the budget serves the interests of the people and reaffirmed the government's commitment to addressing their needs.
The Chief Minister outlined various schemes and initiatives, highlighting their impact on different sections of society, including students and youth. He reiterated the state government’s goal of making Sikkim a poverty-free state.
He extended his gratitude to the Prime Minister Mr Narendra Modi and the Central Government for their continued support in advancing development efforts in Sikkim.
Concluding his address, the Chief Minister acknowledged the cooperation of Assembly members and the contributions of administrative staff, security personnel, support teams, and the media in ensuring the proceedings ran smoothly.
MLAs Mr Sonam Tshering Venchungpa, Mr Tenzing Norbu Lamtha, and Ms Kala Rai also participated in the Vote of Thanks.
The Speaker then adjourned the house Sine Die.
