Quarterly Review Meeting of District Level Consultative Committee held at Soreng

Soreng, September 10 (IPR): The District Level Consultative Committee (DLCC) and District Level Review Committee (DLRC) meeting for the quarter ended June 30, 2026, was held today to review the progress of various banking activities and priority sector lending initiatives in the district at Dastoor Hotel, Soreng.
The meeting reviewed the action points from the previous meeting held on June 11, 2026, including the conduct of Financial Literacy Camps (FLCs) and Block Level Bankers Committee (BLBC) meetings by bank branches, improvement of the Credit-Deposit (CD) Ratio to the Reserve Bank of India (RBI) benchmark of 40 per cent, and achievement of prescribed targets under Priority Sector Lending (PSL).
The panel comprised ADC (Soreng) Mr DR Bista, ADC (Development) Mr Ongdi Sherpa, AGM (SLBC) Mr Gopal Lama, LDO (RBI) Mr Anuj Raina, DDM (NABARD) Mr PB Maiti and LDM Mr Malay Kumar Biswas.
Addressing the meeting, ADC (Soreng) Mr DR Bista recalled the deliberations and directives of the previous meeting and urged banks to demonstrate marked improvement in their performance. He emphasised the importance of lending to priority sectors, particularly Agriculture and MSMEs, considering the district’s predominantly rural and agriculture-based economy.
Highlighting Soreng’s agricultural and topographical potential, Mr Bista encouraged banks to identify and support viable local economic activities; one such potential was the cultivation of pulses (Urad Dal). He urged banks to strengthen credit outreach and improve performance ratios, particularly where the CD Ratio remained below the 40 per cent RBI benchmark.
He further advised banks to identify and clearly state the reasons for low uptake of priority sector schemes and take appropriate measures to address genuine challenges. Banks were also urged to accord greater focus to Government-sponsored schemes and strengthen outreach to eligible beneficiaries.
Emphasising interdepartmental coordination, Mr DR Bista encouraged banks to work closely with line departments and Block Development Officers (BDOs) to improve the implementation and outreach of financial schemes. He also informed that the upcoming District Administrative Centre would have space for interested banks to establish their presence, facilitating greater access to banking services.
The committee noted that the CD Ratio remained below the desired level and advised banks recording below 40 per cent to take concerted measures for improvement. Priority Sector Lending, particularly Agriculture and MSME, was given special emphasis, with banks urged to view lending to these sectors not merely as a target but as a contribution towards the local economy and development of the district. Concluding his address by extending any support required from the District Administration.
The meeting reviewed the status of the Prime Minister’s Employment Generation Programme (PMEGP), Pradhan Mantri Mudra Yojana (PMMY/MUDRA), PM Vishwakarma and various Social Security Schemes. Private sector banks were advised to improve their performance and increase lending and enrolment under the respective schemes. DIC, Soreng, informed that updated PMEGP data would be shared by the KVIC agency in the next quarter due to portal-related issues.
Other Priority Sector and Non-Priority Sector lending was also reviewed, with private sector and small finance banks advised to improve their achievements.
The performance of banks under Kisan Credit Card (KCC) was reviewed, with SISCO Bank as the best performing bank under the initiative. Progress under KCC for Animal Husbandry and Fisheries was also discussed, with banks advised to process eligible applications without undue delay.
The committee further reviewed Housing Finance and Education Loans, with banks advised to set appropriate targets and improve disbursement. It also reviewed credit disbursement to Minority, Scheduled Caste (SC) and Scheduled Tribe (ST) beneficiaries and urged banks to ensure greater coverage of eligible beneficiaries.
District Bank wise total outstanding and Non Performing Assets (NPA) position under PM MUDRA was also reviewed for the quarter ended June 30, 2026. Banks were advised to improve performance and closely monitor outstanding and NPA accounts under the scheme.
It was informed to banks that performance-linked deposits are to be made by the Government. Banks were advised to bring updated and relevant data to subsequent meetings for effective review and to depute authorised representatives in case of absence.
The committee stressed the need for outdoor financial literacy and credit counselling campaigns to enhance financial awareness and access to institutional credit among the public. All rural bank branches were intimated to conduct Block Level Bankers Committee (BLBC) meetings and (FLCC) at least once every month as per the directive of RBI.
The meeting concluded with a vote of thanks by Mr TD Bhutia, who expressed optimism for improved performance and effective implementation of the actionable points in the next review.
Also present were JD (Fisheries) Mr Lobsang Tamang, GM (DIC, Soreng) Mrs Anula Gurung, BDOs of Kaluk, Soreng, Chumbung and Mangalbaria, official representatives from all banks in the district, including officers and officials from Agriculture and Horticulture, Fisheries and Cooperation Departments, among others.
