Quarterly DISHA and RDSS Meeting Held at Namchi to Review Developmental Initiatives
Namchi, 29 June (IPR): The Chairman of the DISHA Committee cum Member of Parliament (Lok Sabha), Dr Indra Hang Subba chaired the quarterly meeting of the District Development Coordination and Monitoring Committee (DISHA) and the Revamped Distribution Sector Scheme (RDSS) today at Town Hall, Namchi.
The meeting was graced by Dr Indra Hang Subba as the chief guest, who presided over the proceedings and reviewed the progress of various developmental programmes and schemes being implemented across Namchi District.
Along with MLA of 11 Namchi Singhithang Constituency Mr Satish Chandra Rai, O9 Barfung MLA, Mr Rikshal Dorjee Bhutia, Zilla Adhakshya Ms Anjeeta Rajalim, Advisor to the Panchayati Raj Department, Chairpersons, OSDs, Advisors, ADC (HQ) Namchi Mr Subash Ghimirey, ADC (Dev) Dr C P Rai, Zilla Panchayats, Zilla Upadakshya, Panchayats, SDMs, Councillors, HoOs and dignitaries from various line departments.
Addressing the gathering, Dr Indra Hang Subba appreciated all the attendees for their valuable time and contributions towards the betterment of the State.
He informed that DISHA is established to monitor and coordinate the implementation of various Centrally Sponsored Schemes and programmes at the district level. He stated that the purpose of the meeting is to ensure that the benefits of government schemes effectively reach the intended beneficiaries.
Further, he informed that DISHA plays an important role in strengthening coordination and ensuring efficient delivery of schemes at the grassroots level. He highlighted that the schemes and programmes reviewed under DISHA cover various sectors, including rural development, roads and infrastructure, housing, drinking water, electricity, health, education and livelihood programmes.
Additionally, he stated that the meeting also focused on identifying challenges faced during implementation and discussing possible solutions. He added that such coordination meetings are important as they provide a platform for addressing the concerns of beneficiaries, especially those who are unable to approach the authorities directly with their issues.
He further stated that the State Government is taking continuous initiatives to ensure that economically weaker and disadvantaged sections of society receive equal opportunities and are not deprived of the benefits of various government welfare schemes.
Underscoring the importance of the meeting, he stated that the schemes reviewed during the session have been designed to promote inclusive and equitable development across the country. He emphasised that effective coordination, regular monitoring and timely implementation are essential to ensure that the intended benefits reach every deserving beneficiary.
Also, he stressed the importance of inter-departmental coordination, stating that collective efforts are required to work towards the vision of a “One Team Sikkim” as directed by the Chief Minister, Mr Prem Singh Tamang (Golay). He urged all departments to work together as a coordinated team, highlighting that every individual’s contribution and effort is significant for the overall development of the State.
Moreover, he appreciated DC Namchi, Ms Anupa Tamling, for her dedicated efforts in bridging gaps and strengthening development initiatives in the district.
Lastly, he urged the Panchayats to remain vigilant and actively monitor the recent SIR forms in their respective areas to ensure proper implementation and coordination at the grassroots level.
DC Namchi cum Member Secretary DISHA Namchi, Ms Anupa Tamling, in her address, thanked all the attendees for their presence and participation in the meeting.
She informed that the primary objective of the meeting was to discuss the work undertaken by the district and the vision of the district towards the overall betterment of the people of the State.
Highlighting the achievements of Namchi District, she stated that Namchi Block has been recognised as an Aspirational Block after securing a Bronze Medal under the Sampoornata Abhiyaan for the year 2025–26. She further informed that Namchi District has secured the second position across the country for the rollout of NITI TARA by NITI Aayog.
Further, she highlighted the MAYA (Mission for Adolescent and Youth Advancement) initiative undertaken by Namchi District, which focuses on addressing the issue of school dropouts and ensuring their mainstreaming into education. She informed that the project has benefitted more than 350 beneficiaries and one of the key achievements following the launch of the MAYA project has been the achievement of a zero-dropout status.
She stated that MAYA is a multidimensional initiative involving the collective efforts of various departments for the welfare and development of children. She also encouraged all stakeholders to identify and report cases of school dropouts so that timely assistance and necessary support can be extended to them.
DC Namchi also highlighted a major challenge under the MAYA project, stating that the limited availability of Special Educators remains a concern in providing proper education and support to Divyang children. She also discussed the key challenges, possible solutions and expected outcomes associated with the initiative.
She further highlighted the proposal for setting up CESNs and a Juvenile De-addiction Centre in the State.
Concluding her address, she proposed to the chief guest for extending assistance towards Kaw School, located in Tumin Lingee Constituency which is currently facing challenges such as unsafe and temporary structures, poor infrastructure affecting enrolment growth and inadequate classroom space. She informed that the nearest alternative school, Paiyong Secondary School, is located around 4 km away, creating additional difficulties for students.
A total of 10 PowerPoint presentations were delivered by different line departments during the meeting, as follows:
1. CMO Namchi, Dr Junita Yonzon, in her presentation on the Health Department Namchi, highlighted the major schemes and initiatives being implemented by the department, including the Pradhan Mantri Jan Arogya Yojana (PMJAY) and Ayushman Bharat Digital Mission.
She informed about the activities undertaken by the District Tuberculosis Centre, Namchi, including the 100 Days TB Campaign. She stated that the campaign may be extended in the future to further strengthen TB elimination efforts. Also, she highlighted that a total of 124 TB patients have been identified in Namchi District.
Further, she informed about the Pradhan Mantri National Dialysis Programme, stating that the Dialysis Centre at Namchi was established in October 2019, while the centre at Jorethang was established in April 2026.
Moreover, she also briefed the gathering on the progress made under the FCXV Health Grants in Namchi District, along with updates on JSSK Medicines and Consumables Payments and Janani Suraksha Yojana (JSY) Payments.
The chief guest appreciated the enrolment progress under the Ayushman Bharat Digital Mission and PMJAY. He also advised the CDPO, Namchi, to coordinate with the Health Department for further improvement and welfare of ASHA workers and Anganwadi workers.
2. CEO, Mr G P Sharma presented a comprehensive Status Report on School Education Schemes for Namchi District for the Financial Year 2025–26 at the DISHA meeting.
The presentation focused on the implementation and financial progress of three flagship education initiatives—PM POSHAN, PM SHRI Schools and Samagra Shiksha.
Reviewing the PM POSHAN scheme, he outlined the financial status, including monthly allocations for cooking costs and honorarium, the total funds sanctioned and released and the scheme’s overall expenditure. He also shared a detailed breakdown of school coverage, student enrolment across different categories and the number of Cook-cum-Helpers engaged under the programme.
Providing an update on the 14 PM SHRI Schools in Namchi District, he briefed the meeting on the distribution status of rice and food grains under PM POSHAN and presented the phase-wise financial allocation under the PM SHRI scheme. An amount of 19.82 lakh was earmarked under Phase I for Green School initiatives and Teaching-Learning Materials (TLM), 27.10 lakh under Phase II for assessment, cultural and community engagement activities and Rs 24.44 lakh under Phase III for Grant-in-Aid components. Altogether, 71.36 lakh has been allocated for the 14 PM SHRI Schools during 2025–26, and the expenditure status was also reviewed.
Concluding his presentation, He highlighted the key interventions under Samagra Shiksha, presenting the funds received and expenditure incurred in both the elementary and secondary education sectors during the current financial year.
Member of Lok Sabha, Dr Indra Hang Subba raised concern over the declining enrolment in government schools in comparison with private institutions. Stressing the need to identify the underlying causes, further directed education officials to visit district and block-level areas and interact with parents and local communities to understand why families are opting for private schools. He further instructed the department to submit a detailed report to DISHA explaining the reasons for the closure of 12 government schools in the district.
3. CDPO Namchi, Mr Laxman Tamang, presented the progress and achievements of the Women, Child, Senior Citizen & Divyangan Welfare Department (WCSC&DWD). He briefed the gathering on the status of Anganwadi Centres under Namchi District and highlighted that the population covered under the Namchi Rural Project is 66,549.
He further informed about the population coverage under the Namchi Rural Project and the Pre-School Education coverage being provided through the project. Also, he highlighted the three projects functioning under Namchi District, namely Namchi Rural Project, Jorethang Rural Project and Ravangla Rural Project.
Further, he presented the nutritional status of children under the Namchi Rural Project, including details regarding underweight children and adolescent girls. He also informed that under the National Scheme PALNA, two creche centres have been sanctioned under Namchi District, located at Temi Tea Garden and District Administrative Centre (DAC), Namchi.
He also highlighted Mission Shakti, which aims to protect, secure and empower women and girls, particularly those belonging to socially, economically marginalised and vulnerable groups. He further elaborated on the two key components of Mission Shakti — Sambal and Samarthya.
4. Social welfare officer cum Nodal officer Aadi Karmayogi Abhiyan, Mr Sonam Dadul Bhutia gave a detailed presentation on the scholarship schemes administered by the Social Welfare Department. He highlighted the various financial assistance available under the Pre-Matric Scholarship, Post-Matric Scholarship for Scheduled Caste (SC) students and the PM YASASVI Post-Matric Scholarship for Other Backward Classes (OBC) and Economically Backward Classes (EBC).
Later, He also explained the scholarship benefits based on different groups, categories of courses and academic fee provisions.
He further briefed the participants on the eligibility criteria, application procedure through the National Scholarship Portal (NSP) and the scholarship application status for Namchi District covering the academic sessions from 2023 to 2026. He informed that the online application portal for both fresh and renewal applications opened on 1 June 2026 and will remain active until 31 August 2026. The deadline for institute verification is 15 September 2026, while ministry verification will conclude on 30 November 2026.
He also announced that Namchi District has been recognised with the Best District Award for recording the highest number of online scholarship applications and approvals. He also stated that Ms. Puspa Rai Nodal Officer-cum-Welfare Inspector, received the Best District Nodal Officer Award and was felicitated by the Hon’ble Governor of Sikkim, Shri Om Prakash Mathur, for her exemplary contribution to scholarship implementation.
Speaking on the occasion, Member of Lok Sabha Dr Indra Hang Subba urged all Zilla Panchayats to actively spread awareness of these scholarship schemes among people living in rural areas so that every eligible student can benefit from the opportunities provided by the government.
5. Deputy Director, Dr Nation Chamling, representing the Agriculture Department, presented the outcome of the Agricultural Census and informed that the total number of farmers under Namchi District stands at 19,595.
He highlighted the major agricultural schemes being implemented in the district, including:
i) Pradhan Mantri Rashtriya Krishi Vikas Yojana (RKVY-DPR & AAP)
ii) Krishonnati Yojana (KY)
He provided an overview of the inputs received, area covered and the number of beneficiaries covered under various schemes. Also, highlighted the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme, informing that the total number of registered farmer beneficiaries under PM-KISAN in Namchi District is 12,065.
Further, he informed about the progress under Soil Fertility and Management – Soil Health Card (SHC), stating that 100 percent of the target was achieved during the year 2024–25. He also presented the status of PMKSY/Per Drop More Crop (PDMC) in Namchi District, under which a total of 17,627 beneficiaries have been covered.
He also highlighted the progress under Agro-Forestry in Namchi District for the year 2025–26 and presented key achievements, including:
i) Foundation seed production
ii) Supply of seeds to the Agriculture Department by farmers
iii) Production of green maize cobs (departmental variety) three times a year.
Adding further, he highlighted key agricultural and horticultural initiatives and interventions, including digital initiatives, introduction of new crop varieties, insurance and financial inclusion measures, PM-KISAN scheme and efforts towards the utilisation of barren land for productive purposes.
6. DE, South NDZP, Ms Gaki Bhutia, representative from the Jal Jeevan Mission: Sikkim Department of Drinking Water & Sanitation delivered a presentation highlighting the overall status of the mission in the State. The presentation provided an overview of the total number of blocks, Gram Panchayats, villages and habitations covered under the programme.
The representative also presented the physical progress of JJM works across all nine blocks of the Namchi district. The presentation included details on the total number of works sanctioned, completed works, ongoing works, and the overall progress achieved under the mission.
7. DE PMGSY (Gram Surak Yojana) RDD Mr Manorath Adhikari presented a detailed progress report on PMGSY works under Namchi District. The presentation provided a comprehensive overview of ongoing works under the CTSB, CTB, and MSS schemes.
Further, He also highlighted the progress of PMGSY-III works and bridge projects under the Rabong Sub-Division, along with the status of works in the Namchi and Jorethang Sub-Divisions. The presentation outlined the current stage of implementation and the progress achieved across all ongoing projects.
8. ADPC, Mr Manoj Pradhan, representing the Rural Development Department (RDD), briefed the gathering on MGNREGA/VB-G RAM. He informed that the initiative is being implemented as a three-month work programme.
While presenting the progress under MGNREGA, he highlighted the physical progress, stating that a total of 796 households have been provided work under the programme. He also informed about the financial progress, stating that 10 percent of expenditure has been processed through the Electronic Fund Management System (eFMS).
He further highlighted the major changes introduced under the programme including strengthening of transparency and accountability mechanisms through digital monitoring, improved fund transfer systems through eFMS, emphasis on timely wage payments and enhanced planning and execution of works at the grassroots level.
The changes also focus on improving the efficiency of implementation and ensuring that the benefits of the scheme reach the intended beneficiaries effectively.
He also presented the status report of Pradhan Mantri Awas Yojana–Gramin (PMAY-G) in Namchi District for the financial years 2020–25. Further, he informed about the current status of household surveys conducted under PMAY-G 2.0 through the Awaas Plus App, stating that a total of 842 households have been surveyed in Namchi District.
9. SE, Power Department, Mr Gyanendra Sharma delivered a comprehensive presentation on the initiatives and ongoing works of the Power Department in Namchi District under the Revamped Distribution Sector Scheme (RDSS).
He highlighted the core objectives of the RDSS, which include providing financial assistance to Distribution Companies (DISCOMs), reducing Aggregate Technical and Commercial (AT&C) losses to the national target of 12–15 percent, eliminating the gap between the Average Cost of Supply (ACS) and Average Revenue Realised (ARR), improving the quality and reliability of power supply and upgrading and modernising the power distribution network.
Further, He also briefed the gathering on the scope of smart metering works being implemented in the district. He stated that the primary objectives of smart metering are to reduce power losses, enhance transparency in electricity billing and provide consumers with better control over their electricity consumption. He presented the progress of the project by outlining the total number of electricity consumers, the number of consumers already equipped with smart meters and the remaining consumers yet to be covered.
In addition, he informed that the department is undertaking the replacement and augmentation of old and frayed conductors with covered conductors and Aerial Bunched (AB) cables in both High Voltage (HV) and Low Tension (LT) networks. The total project cost for these works in Namchi District is Rs 4,953 lakh.
He further stated that the project aims to modernise the power distribution network to reduce technical and commercial losses, ensure a reliable and high-quality power supply to consumers and enhance overall grid safety across the district.
10. AE, Mr Ravin Sharma, representing the Road & Bridges (National Highway Wing) Department, presented the details of the ongoing projects being executed by the NH Wing, R&B Department.
He informed about the Periodic Base Maintenance Contract (PBMC) which is being implemented for a duration of five years under Namchi District. The contract covers NH 710 from Km 0+00 to Km 32+00 of Tarku Damthang Namchi Road and Km 0+00 to Km 32+200 of Melli Manpur Namchi Road in the State of Sikkim.
Further, he highlighted the components under the PBMC Contract and informed that the contract has been divided into four major components for the five-year period, namely:
i) Initial Repair Work
ii) Routine Maintenance Work
iii) Periodic Renewal Work
iv) Emergency Work
The meeting concluded with an interactive discussion and question and answer session, during which participants exchanged their views, suggestions and feedback on the various schemes and initiatives presented. The deadline for institute verification is 15 September 2026, while ministry verification will conclude on 30 November 2026.
He also announced that Namchi District has been recognised with the Best District Award for recording the highest number of online scholarship applications and approvals. He also stated that Ms. Puspa Rai Nodal Officer-cum-Welfare Inspector, received the Best District Nodal Officer Award and was felicitated by the Hon’ble Governor of Sikkim, Shri Om Prakash Mathur, for her exemplary contribution to scholarship implementation.
Speaking on the occasion, Member of Lok Sabha Dr Indra Hang Subba urged all Zilla Panchayats to actively spread awareness of these scholarship schemes among people living in rural areas so that every eligible student can benefit from the opportunities provided by the government.
5. Deputy Director, Dr Nation Chamling, representing the Agriculture Department, presented the outcome of the Agricultural Census and informed that the total number of farmers under Namchi District stands at 19,595.
He highlighted the major agricultural schemes being implemented in the district, including:
i) Pradhan Mantri Rashtriya Krishi Vikas Yojana (RKVY-DPR & AAP)
ii) Krishonnati Yojana (KY)
He provided an overview of the inputs received, area covered and the number of beneficiaries covered under various schemes. Also, highlighted the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme, informing that the total number of registered farmer beneficiaries under PM-KISAN in Namchi District is 12,065.
Further, he informed about the progress under Soil Fertility and Management – Soil Health Card (SHC), stating that 100 percent of the target was achieved during the year 2024–25. He also presented the status of PMKSY/Per Drop More Crop (PDMC) in Namchi District, under which a total of 17,627 beneficiaries have been covered.
He also highlighted the progress under Agro-Forestry in Namchi District for the year 2025–26 and presented key achievements, including:
i) Foundation seed production
ii) Supply of seeds to the Agriculture Department by farmers
iii) Production of green maize cobs (departmental variety) three times a year.
Adding further, he highlighted key agricultural and horticultural initiatives and interventions, including digital initiatives, introduction of new crop varieties, insurance and financial inclusion measures, PM-KISAN scheme and efforts towards the utilisation of barren land for productive purposes.
6. DE, South NDZP, Ms Gaki Bhutia, representative from the Jal Jeevan Mission: Sikkim Department of Drinking Water & Sanitation delivered a presentation highlighting the overall status of the mission in the State. The presentation provided an overview of the total number of blocks, Gram Panchayats, villages and habitations covered under the programme.
The representative also presented the physical progress of JJM works across all nine blocks of the Namchi district. The presentation included details on the total number of works sanctioned, completed works, ongoing works, and the overall progress achieved under the mission.
7. DE PMGSY (Gram Surak Yojana) RDD Mr Manorath Adhikari presented a detailed progress report on PMGSY works under Namchi District. The presentation provided a comprehensive overview of ongoing works under the CTSB, CTB, and MSS schemes.
Further, He also highlighted the progress of PMGSY-III works and bridge projects under the Rabong Sub-Division, along with the status of works in the Namchi and Jorethang Sub-Divisions. The presentation outlined the current stage of implementation and the progress achieved across all ongoing projects.
8. ADPC, Mr Manoj Pradhan, representing the Rural Development Department (RDD), briefed the gathering on MGNREGA/VB-G RAM. He informed that the initiative is being implemented as a three-month work programme.
While presenting the progress under MGNREGA, he highlighted the physical progress, stating that a total of 796 households have been provided work under the programme. He also informed about the financial progress, stating that 10 percent of expenditure has been processed through the Electronic Fund Management System (eFMS).
He further highlighted the major changes introduced under the programme including strengthening of transparency and accountability mechanisms through digital monitoring, improved fund transfer systems through eFMS, emphasis on timely wage payments and enhanced planning and execution of works at the grassroots level.
The changes also focus on improving the efficiency of implementation and ensuring that the benefits of the scheme reach the intended beneficiaries effectively.
He also presented the status report of Pradhan Mantri Awas Yojana–Gramin (PMAY-G) in Namchi District for the financial years 2020–25. Further, he informed about the current status of household surveys conducted under PMAY-G 2.0 through the Awaas Plus App, stating that a total of 842 households have been surveyed in Namchi District.
9. SE, Power Department, Mr Gyanendra Sharma delivered a comprehensive presentation on the initiatives and ongoing works of the Power Department in Namchi District under the Revamped Distribution Sector Scheme (RDSS).
He highlighted the core objectives of the RDSS, which include providing financial assistance to Distribution Companies (DISCOMs), reducing Aggregate Technical and Commercial (AT&C) losses to the national target of 12–15 percent, eliminating the gap between the Average Cost of Supply (ACS) and Average Revenue Realised (ARR), improving the quality and reliability of power supply and upgrading and modernising the power distribution network.
Further, He also briefed the gathering on the scope of smart metering works being implemented in the district. He stated that the primary objectives of smart metering are to reduce power losses, enhance transparency in electricity billing and provide consumers with better control over their electricity consumption. He presented the progress of the project by outlining the total number of electricity consumers, the number of consumers already equipped with smart meters and the remaining consumers yet to be covered.
In addition, he informed that the department is undertaking the replacement and augmentation of old and frayed conductors with covered conductors and Aerial Bunched (AB) cables in both High Voltage (HV) and Low Tension (LT) networks. The total project cost for these works in Namchi District is Rs 4,953 lakh.
He further stated that the project aims to modernise the power distribution network to reduce technical and commercial losses, ensure a reliable and high-quality power supply to consumers and enhance overall grid safety across the district.
10. AE, Mr Ravin Sharma, representing the Road & Bridges (National Highway Wing) Department, presented the details of the ongoing projects being executed by the NH Wing, R&B Department.
He informed about the Periodic Base Maintenance Contract (PBMC) which is being implemented for a duration of five years under Namchi District. The contract covers NH 710 from Km 0+00 to Km 32+00 of Tarku Damthang Namchi Road and Km 0+00 to Km 32+200 of Melli Manpur Namchi Road in the State of Sikkim.
Further, he highlighted the components under the PBMC Contract and informed that the contract has been divided into four major components for the five-year period, namely:
i) Initial Repair Work
ii) Routine Maintenance Work
iii) Periodic Renewal Work
iv) Emergency Work
The meeting concluded with an interactive discussion and question and answer session, during which participants exchanged their views, suggestions and feedback on the various schemes and initiatives presented. The session provided a platform for constructive dialogue and addressed key issues related to the effective implementation of government programmes.
