Prashasan Dakshata: Training and Capacity Building for Government Servants in Gyalshing

Gyalshing, 9 October 2024 – A Training-cum- Capacity Building session for government servants under the District Administration Centre (DAC), Single Window Cell was held on 9th October 2024 at the DAC Conference Hall, Rabdentse. The session was chaired by Ms. Yishey D Yongda, District Collector of Gyalshing, alongside Mr. Pulkit (IAS), Sub-Divisional Magistrate HQ (SDM-HQ), Mr. Lenus Sherpa, Assistant Director (IT), Jusme Gurung, Assistant Programmer (IT), and administrative staff from the DAC and Single Window Cell.
Addressing the participants, DC Ms Yishey D Yongda emphasized the importance of maintaining a welcoming and professional environment within the district office. She urged all government staff to create a positive atmosphere not only for colleagues but also for the public. DC Yongda highlighted the significance of a comfortable and efficient work environment in fostering productivity and building public trust. “When citizens feel welcomed and heard, they are more likely to engage positively and collaborate in the development of our community,” she remarked.
The DC further shared her personal experiences as an inspiration to the team, underlining the value of empathy, respect, and diligence in public service. She stressed that dedication and leadership are essential qualities and that by upholding these standards, the district administration can continue to deliver effective governance for the betterment of Gyalshing.
During the session, SDM-HQ Mr Pulkit provided an informative briefing on the significance of e-services within the government framework. He explained that e-services are designed to simplify access to essential government documents for citizens, eliminating the need for physical office visits. Citizens can now log in to the Sikkim Single Sign-On (SSO) Portal at https://sso.sikkim.gov.in and apply for certificates such as ST, SC, OBC, Primitive Tribe Certificates, Employment Cards, Firm Registration, Income Certificates, and more.
Mr. Pulkit also highlighted that the system supports online payments and enables citizens to download digitally signed certificates directly, avoiding the need for physical signatures or in-person visits. He instructed the Single Window staff to inform the public that all certificates, except for Sikkim Subject, Certificate of Identification (COI), and Parcha, should be self-attested. Additionally, he advised the creation of a checklist of documents requiring attestation by SDMs, ROs, and those that require self-attestation.
In an effort to further enhance service delivery, SDM-HQ asked the staff if they required additional training in computer operations or file processing systems. He encouraged them to raise public awareness about the available e-services and urged them to keep self-attestation forms readily available for the public.
The session concluded with SDM-HQ thanking the staff for their participation and contributions to the discussion, reinforcing the district’s commitment to adopting modern technologies and delivering effective public services.
