Passingdang Saffo GPU Secures 3rd Position In State-Level Cleanest Gram Panchayat Awards

DZONGU (02/10/2026): Passingdang Saffo Gram Panchayat Unit under the Dzongu Block, Mangan District, has secured the 3rd Prize in the State-Level Cleanest Gram Panchayat Award, distinguishing itself among 199 Gram Panchayat Units across Sikkim.
Conferred by the Rural Development Department, Government of Sikkim, this recognition marks a defining institutional milestone, underscoring the extensive ground-level transformations achieved through community-driven environmental restoration and grassroots determination across Dzongu.
This milestone is deeply anchored in the extraordinary resilience shown by the people of Dzongu through years of severe geographic vulnerabilities, natural calamities, recurrent flash floods, and massive landslides that repeatedly cut off vital transit corridors and presented persistent logistical obstacles. Rather than letting isolation or rugged geography impede progress, the entire population turned these adversities into a powerful grassroots movement. Citizens from every village, ward, and hamlet took it upon themselves to reclaim their land, undertaking intensive, sustained community drives across high ridges, deep ravines, stream banks, and difficult mountain trails. Decades of neglected, hard-to-reach legacy waste that had accumulated in rugged crevices, forest edges, and water runoffs were systematically cleared through relentless collective physical labour. By mobilising youth, women's groups, elders, and local volunteers alongside frontline sanitation personnel, the community physically retrieved and disposed of longstanding waste, ensuring that no terrain was left untouched.
This sustained campaign represents far more than routine cleanliness; it reflects a profound paradigm shift where civic responsibility, indigenous reverence for nature, and self-reliance form the foundational bedrock of the region's development.
Under the rural-empowerment vision of the Hon’ble Chief Minister of Sikkim, Shri Prem Singh Tamang (Golay), and the continuous developmental focus and ground-level engagement of the Hon’ble Minister-cum-Area MLA, Shri Pintso Namgyal Lepcha, the community-led initiatives in Dzongu have become a working model for rural transformation.
The administrative collaboration among the Block Administrative Centre, Gram Prashasan Kendras and local authorities provided the necessary logistical backbone, but the ultimate strength lay entirely in the sweat, perseverance, and ownership of the residents.
The Rural Development Department’s evaluation highlights how localised, community-owned action can turn severe geographical handicaps into benchmarks of environmental upkeep and sustainability.
Passingdang Saffo GPU’s placement on the state podium reaffirms that sustainable rural advancement is achieved from the ground up, built upon the enduring labour, unity, and shared stewardship of the citizens of Dzongu, setting an enduring standard for clean and self-reliant governance across the State.
