One-Day AgriStack Workshop Organised at Town Hall, Namchi

Namchi, June 30 (IPR): A one-day workshop on AgriStack was organised by the Agriculture Department in collaboration with the Land Revenue and Disaster Management Department at the Town Hall, Namchi, today.
The workshop aimed to sensitise officials and stakeholders on the implementation of the AgriStack digital agriculture initiative while strengthening inter-departmental coordination for the creation of a comprehensive farmer and land records database.
It also provided hands-on training on the Farmers Registry Mobile Application under AgriStack, covering user registration, data collection, land record validation, field verification processes, and implementation responsibilities to ensure the effective rollout of the initiative.
DC Namchi, Ms Anupa Tamling, in her speech, asked the officials to review the progress of the AgriStack land registry project, emphasizing its importance as a time-bound initiative for developing a comprehensive digital database of farmers, their land holdings, and crop details.
Stressing the significance of the project, the DC stated that the database would serve as a permanent and reliable resource for both departments, facilitating improved planning, service delivery, and implementation of agricultural schemes.
Officials of the Agriculture Department were directed to ensure accurate collection of farmer data, while the Land Revenue Department was entrusted with verifying land records and carrying out geo-referencing, being the custodian of official land records.
Further, the DC underscored the need for accuracy, accountability, and close coordination between the two concerned departments. Highlighting Namchi district’s substantial workload under the project, officials were instructed to work towards clear weekly targets and ensure timely completion without compromising the quality of data.
She also emphasised regular communication between the coordinated teams and digital platforms to monitor progress, while urging all concerned officers to work collaboratively and efficiently to achieve the project’s objectives within the stipulated timeframe.
Joint Director IT, Mr Bikram Rai, delivered a comprehensive presentation titled ‘Sikkim's AgriStack Journey: Advancing Digital Agriculture’. The presentation outlined the state's Digital Agriculture Mission, which focuses on developing Digital Public Infrastructure (DPI) under the AgriStack initiative, encompassing three main components: the Farmer Registry, Geo-referenced Village maps, and the Digital Crop Survey (DCS).
Additionally, he also mentioned that AgriStack functions as a unified digital platform designed to connect farmers with verified land records, crop data, and technological tools to efficiently provide advisory services, targeted financial services, and subsidies.
As part of this ecosystem, the Digital Crop Survey operates as a mobile-based technological system that allows governments to digitally capture and verify real-time data regarding the crops sown by farmers, he added.
The presentation further detailed the technical workflows and current implementation progress of these systems in Sikkim.
It may be mentioned here that the Farmer Registry provides a foundational digital database that assigns every farmer a unique, Aadhaar-linked digital identity, utilising Name Matching Scores for data verification and registration approval. During the new farmer registration workflow, applications with a "Very Good" name match score are auto-approved, whereas "Average" or "Very Poor" scores mandate additional verification levels by a Revenue Surveyor or Revenue Inspector.
Highlighting the current geographical mapping status, the presentation noted that 415 out of 418 total villages in Sikkim have been geo-referenced, though 406 maps urgently require updating by the Land Revenue Department before they can be added to the DCS portal.
A technical training session followed, during which Technical Officer from the Government of India Ms Manisha Dhakal, conducted a detailed demonstration of the Farmers Registry Mobile Application through video conferencing. The resource persons explained the registration process, field verification procedures, and the overall benefits of the initiative.
An interactive session followed, during which participants raised queries and sought clarifications regarding implementation modalities.
Present throughout the training were ADC(HQ) Mr Subash Ghimiray, SDM(HQ) Mr Nim Pintso Bhutia, JD (LR&DM) Namchi Mr Karma Choda Bhutia, JD (Agriculture) Gangtok Mr Deo Prakash Rai, DD (Agriculture) Mr Wangyal Sherpa, DD (Agriculture) Mr Nation Chamling, and officials from the Agriculture Department and Land Revenue and Disaster Management Department.
