National Hydrology Project- Water Resources Department Organises Space Day Programme

Gangtok, August 17 (IPR): The National Hydrology Project (NHP)- Water Resources Department (WRD) conducted a Space Day Programme commemorating the success anniversary of Chandrayaan-3 at the SPMU Conference Hall, Sokeythang, Linding today.
The programme was graced by Chief Guest, Mr Sonam Lama, Minister Water Resources Department & PHE Department, Mr LD Lamtha, Secretary cum Principal Chief Engineer Water Resources Department, Mr Ashok Basista, Hydrologist TAMC, Ms Asiya Begum, Scientist/Engineer -SF Water Resources Group, Dr Indranil Roy, Scientist CBWB (Central Ground Water Board), Dr Waikhom Rahul Singh, Scientist, NiH NERC (National Institute Of Hydrology North Eastern Regional Center) Guwahati, Dr N P Sharma, Scientific Officer, Science and Technology Department, Mr Uday Shanker Prasad and Mr Arun Kumar Das from SOI (Survey of India), Mr Sudipa Sarkar, Superintending Engineer, IC CWC (Central Water Commission), other dignitaries, and students from around Gangtok.
In his address, the Chief Guest thanked all the resource persons and dignitaries for their presence on behalf of the State Government. He applauded the Department for organising the programme keeping in mind the youth of Sikkim stating that this will help the students to broaden their knowledge and inspire them. Mr Lama praised the Prime Minister for his vision and guidance as a result of which the launching of Chandrayaan- 3 was successful.
Earlier in his Welcome Speech, Mr LD Lamtha thanked the Government of India for giving Sikkim the opportunity of being one of the 11 implementing agencies entrusted for organising, conferring and conducting workshops related to space technology in regard to application in the water sector. He highlighted the great achievement of the Chandrayaan-3 team under the leadership of the Prime Minister. Mr Lamtha also spoke about the implementation of technologies such as AWS (automatic weather stations) and AWLRs (automatic water level recorder) which the NHP uses to send data to the State Disaster Management Department as mitigation measures. He further stated that a Morphology Committee has been set up by the GoI to study the morphology of the Teesta. He also outlined the duties of SWIC (State Water Informatics Centre) in research and development, education and awareness, data management and creating water budget. Lastly, he urged the school and college students to listen intently during the technical sessions as the avenues and opportunities in space development and technology are growing by the day.
A Prize Distribution Ceremony was also held in the categories of Painting (topic- Universe and the Planets, Global Warming, Water Management), Essay Writing (topic- Chandrayaan) and Elocution (topic- Space Technology in the 21st Century, Chandrayaan Mission, Sattelite: 'a boon or boom’).

It may be mentioned that the Painting, Essay Writing and Elocution competitions were held on 16 August 2024.
During the second half of the programme, different technical sessions were held. The invited speaker, Dr Indranil Roy, gave a presentation on Ground Water Resource Management. He highlighted how space technology can be used as a way to enhance groundwater resources. The second presentation was conducted by Ms Asiya Begum where she spoke extensively about Resource Sensing Applications. She emphasised the topic of Geospatial inputs for water resource-related applications. Dr NP Sharma, during his session, spoke about the use of space technology for monitoring and mitigation of GLOF (Glacial Lake Outburst Flood).
During his presentation, Mr Karma Legshey Bhutia, Chief Conservator of Forest, Soil Conservation Forest Department underscored the legal and managerial approach of wetlands. He also outlined the constitutional provisions for wetland conservation. He further discussed steps taken by the State Government in order to conserve the wetlands of Sikkim.
Dr Waikhom Rahul Singh gave a detailed presentation on leveraging space technologies to address hydrological challenges and their practical applications. During his session, Mr Uday Shanker Prasad gave a detailed presentation about the application of CORS (Continuously Operating Reference Stations) and spoke about the National Geospatial Policy of 2022.
Mr Sudipa Sarkar spoke about the role of satellites and space technology in remote sensing water resource management and its application in regard to Surface Water Management.
Each presentation was followed by an interactive session where the audience could ask questions to the panellists.
Several videos from ISRO (Indian Space Research Center) were also presented to the gathering. The videos featured snippets of the triumphant voyage of Chandrayaan-3, Prime Minister Modi’s reaction to the moon landing, and vignettes of India’s technological advancement and resilience.
Lastly, Mr Ujjwal Baral, Junior Engineer NHP, spoke about the National Hydrology Project highlighting its salient features.
Earlier the Vote of Thanks was conducted by Mr BS Niroula, Chief Engineer Nodal NHP (WRD) and Mr Ashim Basnett, Assistant Chief Engineer, WRD. The event was hosted by Mr D T Bhutia, Superintending Engineer WRD.
