Namchi District launches Sampoornata Abhiyaan 2.0 under Aspirational Blocks Programme
Namchi, February 05 (IPR): In the presence of Hon’ble MLA Mr Satish Chandra Rai, Sampoornata Abhiyaan 2.0 was officially launched today at Town hall Namchi, marking a renewed commitment towards the holistic and inclusive development of identified aspirational blocks.
Sampoornata Abhiyaan is a flagship initiative led by NITI Aayog under the Aspirational Districts Programme (ADP) and the Aspirational Blocks Programme (ABP),
It aimed at achieving comprehensive coverage of key development indicators across identified districts and blocks.
The initiative seeks to fast-track progress in priority sectors including health and nutrition, education, agriculture, financial inclusion, basic infrastructure, and social welfare through focused interventions and strengthened convergence of government schemes.
Sampoornata Abhiyan 2.0 logo was officially released today at Namchi, accompanied by the administration of the Sampoornata Pledge, marking a significant step in the implementation of the initiative.
MLA of Namchi–Singhithang Constituency and Advisor, Denzong Cooperative Society, Mr Satish Chandra Rai, appreciated the efforts of all individuals and departments involved in the implementation of schemes under Sampoornata Abhiyan 2.0.
Addressing the gathering, he highlighted that good governance stems from good leadership, and it is through effective governance that the public is receiving increased benefits and opportunities in sectors such as employment, healthcare, and other essential services.
In line with the vision of the Hon’ble Chief Minister of Sikkim, Mr Prem Singh Tamang, the concept of ‘Team Sikkim’ was introduced. Following the same spirit and under his guidance, efforts are being made to build a strong and united ‘Team Namchi.’
Moreover, he stressed the importance of achieving 100 percent performance and saturation in key departments under Sampoornata Abhiyaan 2.0, particularly Health, Education, Nutrition, Social Security, and Livelihood sectors.
He urged all participants and line departments to work with dedication and full commitment to ensure sustained progress and improved outcomes for Namchi District in the coming phases.
DC Namchi, Ms Anupa Tamling, in her address, stated that Sampoornata Abhiyaan 1.0 was a significant success and expressed her gratitude to all officials and stakeholders who contributed to its effective implementation.
She acknowledged the collective efforts of the district and block-level teams, noting that their dedication served as a valuable source of information, learning, and inspiration for the administration.
Highlighting the importance of teamwork, she cited the achievement of the Copper Medal as a notable example of coordinated efforts and collective responsibility.
She later highlighted the objectives of Sampoornata Abhiyaan 2.0, focusing on six Key Performance Indicators (KPIs), which are required to achieve 100 percent saturation within a period of three months.
Also sho directed all line departments and Gram Panchayats to work in close coordination and with utmost dedication to achieve the set targets, thereby setting a benchmark and serving as a model for other blocks to follow.
Moreover she underscored that the District Administration has initiated the ‘Maya’ Mission for Adolescents.
The initiative aims to bring dropout students back to school through a comprehensive support system, including medical assistance, distance schooling for those unable to attend regular schools, and skill development programmes for students not inclined towards conventional reading and writing.
This mission is a targeted effort to achieve zero school dropout in the district, ensuring inclusive education and holistic development for every adolescent.
Additionally, She stressed that anyone aware of school dropout children staying at home should inform the concerned authorities, assuring that the administration is fully prepared to extend all necessary support and assistance.
Further, she conveyed her best wishes and urged everyone to work collectively as a team for the successful implementation of Sampoornata Abhiyaan 2.0, with a focused commitment to achieving the targets within the stipulated three-month period.
BDO Namchi, Mr Upendra Rai, informed that Mikhola Singhithang under Namchi District has been declared as an awardee under the PM Surya Ghar Muft Bijli Yojana. He further stated that Maniram Phalidara GPU has been recommended for the National Award on Panchayat Advancement Index.
He also encouraged all the attendees to work collectively for the betterment of the people of the State.
Aspirational Block Fellow (ABF), Ms Methela Rai delivered a detailed presentation on the Aspirational Block Namchi under the Sampoornata Abhiyaan. During her presentation, she highlighted the achievements and progress of Sampoornata Abhiyaan 1.0, focusing on the six Key Performance Indicators (KPIs) implemented under Namchi Block.
Further, She informed that the progress of these indicators is reviewed regularly at an interval of every 15 days to ensure effective implementation and monitoring.
She further elaborated on the periodic reviews conducted across various sectors, including Health, Agriculture, Nutrition, Social Development, and Prayas, emphasising the approach of small steps leading to big opportunities.
She also highlighted initiatives under ABP Education in collaboration with the Azim Premji Foundation, along with efforts in waste management and other developmental activities aimed at holistic growth.
Concluding her presentation she outlined the objectives and focus areas of Sampoornata Abhiyaan 2.0, She urged all stakeholders to work collaboratively and reinforce implementation efforts to achieve visible improvements in KPIs within the month.
Representatives from five departments delivered presentations outlining their respective departmental initiatives under Sampoornata Abhiyaan 2.0.
The presentations provided a brief overview of key performance indicators, their importance, achievements to date, and future action plans.
The presentations were delivered by the following dignitaries/officials:
• Women, Child, Senior Citizen and Divyangjan Welfare Department – CDPO, Namchi Mr Laxman Tamang.
• Agriculture and Horticulture Department Ms Nikum Tamang.
• Animal Husbandry and Veterinary Services Department Dr Karmakit Lepcha.
• Health and Family Welfare Department Director-cum-Chief Medical Officer, Namchi Dr Junita Yonzon.
• State Rural Livelihood Mission (SRLM) Ms Gita Chettri.
It may be noted that Sampoornata Abhiyan 2.0 will be implemented for a period of nearly three months, commencing on 28 January and concluding on 14 April 2026.
In addition, a 10-minute video presentation was made on the background and rationale, highlighting the vision and goals of Sampoornata Abhiyan under the Aspirational Blocks Programme.
The programme concluded with an interactive session, where participants shared their views and suggestions, followed by the distribution of tokens of appreciation to Panchayat Presidents and representatives.
The programme was also attended by ADC Namchi Ms Trisang Tamang, Director-cum-Chief Medical Officer, Namchi Dr Junita Yonzon, CEO Mr G P Sharma, along with front line workers from various departments, GPU Panchayats, BLOs, ASHA workers, Aganwadi workers, SHGs and stakeholders of ABPs.
