Mangan District Observes International Day of Persons with Disabilities

Mangan, Dec 3 (IPR): The International Day of Persons with Disabilities (IDPD) was observed today at Hee-Gyathang, Dzongu, under the aegis of Women, Child, Senior Citizen and Divyangjan Welfare Department, Mangan district.
The programme commenced with a welcome address delivered by Social Welfare Inspector, BAC Passingdang, Ms Arine Lepcha.
Present on the occasion were Panchayat President and Chief Guest, Ms Nima Lamhu Lepcha, Panchayat Members, Social Welfare Officer, Ms Choden Bhutia, Welfare Officer Ms Nima Doma Sherpa, Anganwadi workers, Public representatives, Officials and staff of the Women, Child, Senior Citizen & Divyangjan Welfare Department.
The Chief Guest, Ms Nima Lamhu Lepcha, welcomed all attendees and expressed appreciation for the clear and direct dissemination of information regarding various departmental schemes. She acknowledged the clarification provided regarding delays in certain processes and urged the Department to extend full support for facilitating registration of eligible beneficiaries during the upcoming Gram Sabha on 8th December.
Earlier, Social Welfare Officer (Mangan), Ms Choden Bhutia delivered an extensive overview of the schemes and programmes implemented by the Department. She highlighted the objectives and benefits of several key welfare initiatives, including:
1. IGNDPS: Indira Gandhi National Disability Pension Scheme
2. CMSDPS: Chief Minister’s State Disability Pension Scheme
3. IGOAP: Indira Gandhi Old Age Pension Scheme
4. IGNWPS: Indira Gandhi National Widow Pension Scheme
5. NFBS: National Family Benefit Scheme
6. SUWPS: Sikkim Unmarried Women Pension Scheme
The SWO outlined the eligibility criteria, required documentation and monthly pension provisions under each scheme, encouraging participants to ensure that all eligible Persons with Disabilities are enrolled.
She also briefed the gathering on:
1) Sugamya Yatra, an initiative promoting accessibility audits of public and private buildings
2) Existing departmental policies for the welfare of Persons with Disabilities
3) Activities and responsibilities of the District-Level Management Committee (DLMC)
Social Welfare Inspector, BAC Mangan, Mr Ongdup Bhutia, spoke on the significance of the International Day of Persons with Disabilities. He explained its origin in the 1992 UN General Assembly proclamation and emphasised that 3rd December represents the global commitment to equality, inclusion, and the political rights of persons with disabilities. He also elaborated on the spirit behind the Sugamya Yatra, often referred to as an observance that symbolically expands accessibility for all.
Social Welfare Inspector, BAC Passingdang, Dr Dawa Lhendup Lepcha, addressed the gathering on the importance of the District-Level Management Committee for Persons with Disabilities. He outlined its composition, from Chairperson to committee members, and explained its role in monitoring the implementation of welfare schemes, ensuring coordination and bridging communication gaps between the community and the government.
The programme concluded with a vote of thanks delivered by Social Welfare Inspector, BAC Mangan, Mr Roshan Limboo, who expressed gratitude to all participants, officials and community members for their active participation in the observance.
