Information on By-poll for 3 Assembly constituencies of Sikkim by ECI

GANGTOK, SEPT 21 (IPR): By-poll for three Assembly constituencies of Sikkim will go on October 21 and counting will held on October 24 next month and soon after notifying the date for by-poll by Election Commission of India (ECI), Model Code of Conduct (MCC) is came into effect in the two districts of Sikkim. In this regard Chief Electoral Officer (CEO) Sikkim, Shri R.Telang called a press conference here at Office of Chief Electoral Officer this afternoon.
CEO informed that on September 23 (Monday) Gazette Notification will be issued for by election in three constituencies namely; 10-Polok-Kamrang Assembly constituency, 24-Martam-Rumtek Assembly constituency (BL) and 27-Gangtok Assembly constituency (BL).
As per the ECI’s Press note 21/09/2019,the last date for filing of nomination paper on September 30 and the scrutiny of nomination paper is on October 1 next month. And the last date for withdrawal of candidatures on October 3.
However, three assembly seats in East and South districts went vacant after winning candidates who fought from two constituencies in recent assembly poll had tendered their resignation from one constituency. MLA, Shri.Kunga Nima Lepcha give up his resignation from Gangtok seat, MLA Shri.Pawan Chamling tendered his resignation from Poklok-Kamrang and Shri.DT Lepcha resigned from Rumtek Martam Constituency and vacated the seat for by-poll.
CEO, Shri Telang informed that with the announcement of by-poll date for three constituencies by ECI, the Model Code of Conduct come into force in two districts (east and south) in which assembly constituencies going for by election.
CEO said “soon after the date for by poll announced, the Model Code of Conduct (MCC) shall be applicable to all candidates, all political parties and the State government concerned.”
The entire eligible young voter can apply their names for electoral enrollment till last date of nomination (i.e September 30) and they can cast their vote on poll day. And there will be no deletion and transfer will be done from one place to another place during the period of MCC informed official.
“The First Level Checking (FLC) of EVM machines will be carried out in this week and this time commission will use advance version of EVM machines for voting purpose. On voting day all the voters have to carry EPIC card is mandatory and other essential documents for authentication” added CEO.
