First Meeting of Sub-Level Empowered Committee Reviewed Strategic Road Projects in Sikkim

The first meeting of the Sub-Level Empowered Committee, constituted to strengthen interdepartmental coordination for the implementation of road construction projects of strategic importance, was held at the Conference Hall of the Land Revenue & Disaster Management Department, here today.
The committee has been formed to assist the State-Level Interdepartmental Empowered Committee notified vide Notification No. 59/Home/2024, with the primary objective of streamlining planning, expediting clearances, and resolving logistical and administrative challenges related to infrastructure projects critical to both civilian access and national security.
The meeting was chaired by Relief Commissioner-cum-Secretary, Land Revenue & Disaster Management Department, Government of Sikkim, Mr Mingma T Sherpa, and was attended by all designated committee members, District Collectors, senior officials of the Indian Army, and representatives from key State departments including Roads & Bridges, Forest and Environment, Transport, and Home Departments.
A wide range of agenda items were taken up for deliberation. Prominent among them was the facilitation of immediate restoration works on National Highway-10.
The committee also examined pressing issues related to land acquisition and forest clearance, which have posed significant bottlenecks in the timely execution of road infrastructure projects.
In particular, the meeting assessed the status of ongoing works under the Bharatmala Pariyojana, a flagship programme of the Ministry of Road Transport & Highways aimed at enhancing connectivity in border and remote regions.
Additional points of discussion included the movement and uninterrupted transportation of essential commodities, especially in disaster-prone zones; identification and development of alternative connectivity routes to North Sikkim, often cut off due to natural calamities; and river dredging requirements in the Teesta basin to mitigate siltation and improve flood management.
The sub-committee further reviewed the Action Taken Reports on the resolutions adopted during the 1st and 2nd meetings of the High-Level Committee.
The meeting underscored the importance of seamless inter-agency coordination and convergence of efforts across administrative, technical, and logistical domains to address the complex challenges of infrastructure development in Sikkim’s ecologically sensitive and strategically vital terrain.
