Gangtok, 24 Oct (IPR): Shri Yong Tshering Lepcha, BJP candidate from 27 Gangtok (BL) was declared winner. The Returning Officer, East, Shri Raj Yadav, gave away the certificate to the candidate in the presence of General Observers, Mr. Susil Kumar Yadav and Mrs. Madhurima Baruah (Sen).
