Dzongu Block Launches “Administration at the Doorstep” Initiative

Mangan, October 29th (IPR): The Block Administrative Centre (BAC) Passingdang, Dzongu, in collaboration with the office of SDM Dzongu, officially launched the “Administration at the Doorstep” initiative today, commencing from one of the remotest Gram Panchayat Units — Lum Gor Sangtok GPU in Lower Dzongu.
This public service delivery initiative is inspired by the visionary leadership of Chief Minister of Sikkim Mr Prem Singh Tamang and is being implemented under the guidance of the Minister-cum-Area MLA of Dzongu, Mr Pintso Namgyal Lepcha, whose committed efforts continue to drive equitable and inclusive development across Dzongu.
The programme focuses on enabling seamless access to governance by taking essential administrative services directly to residents, particularly in remote and difficult-to-reach settlements. For many villagers, visiting the BAC or SDM Office consumes an entire day of travel; this outreach bridges that gap by ensuring that services are available within their localities.
As per the monthly outreach schedule, teams from BAC and the SDM Office, Dzongu, will cover designated GPUs as follows:
1st Week: Sakyong Pentong
2nd Week: Tingvong
3rd Week: Hee Gyathang
4th Week: Lum Gor Sangtok
Additional coverage will be extended to nearby GPUs depending on accessibility and requirements.
A comprehensive range of services is being provided under the initiative, including Employment Cards, Unmarried Certificates, ST Certificates, Primitive Tribe Certificates, Trade Licences, Birth Certificate Recommendations, Land Parcha services, COI/SSC documentation, Marriage Certificates, attestation of official documents, forest-related services such as marking orders, alongside Aadhaar enrolment and other Block-level administrative support. Passport photo services were also made available for public convenience.
Facilitating ease of process, the State Bank of Sikkim (SBS), BAC Passingdang Branch, offered on-site Bank Receipt (BR) services to support the required document charges.
During the programme, a resource person from the Women, Child, Senior Citizen, and Divyangjan Welfare Department, Ms Ongkit Lepcha, sensitised the gathering on key national social security schemes such as Pradhan Mantri Jeevan Jyoti Bima Yojana, Pradhan Mantri Suraksha Bima Yojana, and Atal Pension Yojana, encouraging greater public participation in welfare benefits.
One of the highlights of the outreach was the issuance of Parcha (land ownership document) to eligible beneficiaries. The Block Administration, under the “Prashasan Gaon Ki Ore” drive, had earlier collected details of individuals who did not have a Parcha. Upon completion of verification and documentation processes, the Parcha was prepared and successfully handed over during the event, ensuring rightful land ownership security to the residents.
The initiative is jointly organised by BAC Passingdang and the Sub-Divisional Office, Dzongu, with coordination from line departments including the Forest and Environment Department, Women, Child, Senior Citizen, and Divyangjan Welfare Department, and the Education Department.
By decentralising administrative services, “Administration at the Doorstep” ensures quicker and simpler access to vital public services, particularly for rural and remote communities. The programme reflects a strong administrative resolve towards delivering citizen-friendly governance, strengthening last-mile connectivity, and improving the overall ease of availing essential services in Dzongu.
