District-Level NCORD Meeting Convened in Namchi District
Namchi, 13 February (IPR): A district-level meeting of the Narco Coordination Centre (NCORD) was convened today at the Office of the District Collector, Namchi. The meeting was chaired by ADC Namchi, Ms Trisang Tamang.
At the outset, Sr. SP Namchi Ms Sonam D Bhutia reviewed the ongoing initiatives and progress made in Namchi district in combating drug trafficking and substance abuse. She assessed the roles and responsibilities of various line departments and directed the concerned departments to ensure the timely submission of monthly data and reports in accordance with stipulated deadlines.
She further instructed departments to undertake regular inspections and checks. Emphasising the necessity of coordinated action, she called for strengthened cooperation between the Police Department, line departments, and non-governmental organisations to effectively address the drug menace in the district.
She also underscored the importance of sustained awareness campaigns and improved access to rapid testing facilities to facilitate timely identification and intervention.
ADC Namchi, Ms Tirsang Tamang, reviewed the monthly case updates and urged the Agriculture and Forest Departments to identify and trace cannabis plantations within the district. She also requested the Health Department to ensure proper documentation of contraband substances and to submit monthly reports to the relevant authorities.
ASP Namchi, Mr Bikash Tiwari, informed that a total of 13 cases had been registered under the Narcotic Drugs and Psychotropic Substances (NDPS) Act and the Sikkim Anti-Drugs Act (SADA) during the past months. Of these, three cases were registered at Namchi Police Station, five at Jorethang, two at Temi-Tarku, two at Melli, and one at Yangang Police Station.
ACF (T), Mr Bhuwan Subba reported that monthly inspections are being conducted across all forest ranges, with no fresh instances of cannabis plantations detected till date. He stated that during two previous instances where cannabis plantations were identified, the department adhered to all prescribed legal procedures for their destruction. He assured that regular inspections would continue, with reports submitted accordingly.
ARTO, Mr Sanjeet Das Rai, reported that routine vehicle inspections are carried out throughout the district. In cases where drivers are found under the influence of alcohol or other substances, their driving licences are suspended as an initial penalty and permanently cancelled upon a second conviction. He noted that no such cases had been detected in the past three months. Awareness programmes were also conducted in Namchi and Yangang during the previous month.
AD Education, Mr Tilak Kumar Chettri, informed that, in accordance with the advisory, NCORD Committees have been constituted in 22 Senior Secondary Schools, 34 Secondary Schools, 57 Junior Schools, and approximately 100 Primary Schools, thereby covering nearly all government and privately managed schools in the district.
CMO, Dr Junita Yonzon, stated that regular inspections of pharmacies are being undertaken to prevent the misuse of prescription medicines and to curb the illegal sale of pharmaceutical drugs.
ALC, Mr Mohan Chettri, highlighted the influx of labourers into the State and informed that stringent monitoring and regular inspections are being conducted at the Melli check post to prevent the illegal entry of migrant workers. He further stated that data relating to migrant workers is consistently monitored and shared with the relevant authorities.
Members of the Drugs Safai Abhiyan and the Anti-Drugs Squad of Melli and Jorethang raised several concerns, while also acknowledging that drug trafficking has been curtailed to some extent. They observed that peddlers are frequently shifting operational hotspots.
During the meeting, a range of strategic measures were carefully considered to address the growing use of illicit substances and to effectively disrupt the networks responsible for their distribution.
