District-Level NCORD Committee Meeting Held at Gyalshing to Strengthen Narcotics Control Measures
Gyalshing, September 9 (IPR): A District-Level Narcotics Coordination and Enforcement Committee (NCORD) meeting was held at the DAC Conference Hall, Gyalshing, to review the prevailing drug trafficking and substance abuse situation in the district and deliberate upon coordinated measures for effective narcotics control, prevention, enforcement and demand reduction.
The meeting reiterated the objective of contributing towards a Drug-Free India, in line with the vision of Viksit Bharat 2047, which envisages a developed, prosperous, healthy and empowered India, with communities and youth playing an active role in nation-building.
The meeting was chaired by the District Collector-cum-Chairman, District NCORD Committee, Gyalshing, and attended by Senior Superintendent of Police, Gyalshing, Ms Paru Ruchal; ASP Gyalshing, Mr Sonam Wangdi; CMO, Gyalshing, Dr Namgay Bhutia; ADC Gyalshing, Mr Suresh Rai; Joint Secretary, Tourism, Mr Biswa Gurung; SDM (HQ) Mr Bhawesh Khyalia IAS, SDM Dentam Mr NK Karki, Sr. RTO Gyalshing Mr Ram Hang Subba, Deputy Director Education Mr TO Bhutia, BDOs; officers from various line departments; officers of 72 Bn SSB; and other officials and stakeholders.
The Committee reviewed the prevailing drug trafficking situation in the district, with the identification and regular review of vulnerable areas and drug-trafficking locations identified as key priorities. Discussions also focused on identifying inter-State suppliers, peddlers and trafficking networks, strengthening intelligence-sharing and intelligence-led operations, improving surveillance and enforcement, and ensuring effective coordination among the Police, Special Branch and other concerned agencies.
Addressing the meeting, ADC Gyalshing, Mr Suresh Rai, stressed the need for a comprehensive and coordinated approach involving all concerned departments and stakeholders. He informed that a new roadmap and Standard Operating Procedures (SOPs) have been prepared by the Government of India and that the revised format would soon be circulated to all concerned departments in the district.
He emphasised the importance of identifying vulnerable areas, strengthening preventive interventions and creating greater awareness among youth and the community regarding the harmful effects of substance abuse. He called for the active participation of educational institutions, line departments and NSS units under the Nasha Mukt Bharat Abhiyaan, including awareness activities and testing wherever required.
The District Collector underscored the importance of rehabilitation and reintegration of persons affected by substance abuse and stressed the need for regular inspection of rehabilitation centres by the District-Level NCORD Committee. He also called for concerted efforts to identify and eliminate the illicit cultivation of cannabis in the district.
The DC entrusted concerned departments with clearly defined responsibilities to strengthen community-based participation and preventive interventions, emphasising that narcotics control requires sustained involvement beyond enforcement agencies. He further directed departmental and educational heads to implement a roadmap aimed at engaging youth in positive, constructive and healthy activities, thereby promoting their physical and mental well-being.
In her address, Senior Superintendent of Police, Gyalshing, Ms Paru Ruchal, stressed that the identification and continuous review of drug-related vulnerable areas would remain a key operational priority. She stated that vulnerable locations should be systematically assessed to identify emerging patterns, trafficking routes and changing methods of drug supply.
She emphasised the need for stronger intelligence operations, timely sharing and verification of intelligence inputs, and coordinated action among the Police, Narcotics Control Bureau (NCB) and other concerned agencies for effective enforcement.
The Senior SP highlighted the need to strengthen enforcement against inter-State suppliers, peddlers and trafficking networks, with greater emphasis on building watertight cases and improving investigation and prosecution so that offenders involved in narcotics-related activities are brought to justice.
She further called for enhanced precautions and intelligence-led measures to address synthetic and emerging forms of narcotic substances, particularly in view of changing patterns of availability and distribution. She emphasised continuous capacity building and specialised training of personnel to strengthen intelligence gathering, investigation, detection, handling of narcotics cases and overall enforcement capabilities.
The Committee deliberated on the preparation of a District-Level Roadmap for Narcotics Control to ensure structured, coordinated and time-bound action by all concerned departments. The roadmap, along with proposed interventions for 2026–2029, was discussed as a means to sustain efforts in enforcement, prevention, awareness, youth engagement, rehabilitation and community participation through clearly defined departmental responsibilities and measurable outcomes.
The meeting concluded with a collective resolve to strengthen inter-departmental coordination and intensify sustained efforts towards prevention, enforcement, rehabilitation, youth engagement and community participation, with the shared objective of building a Drug-Free Gyalshing and contributing towards a Drug-Free India.
