District-Level DISHA Meeting Convened in Namchi

Zilla Adhakshya Namchi Ms Anjeeta Rajalim convened the District-Level Coordination and Monitoring Committee (DISHA) meeting today at the District Administrative Centre, Namchi.
The meeting was chaired by Ms Anjeeta Rajalim in the presence of Dr D Indra Kumar Deputy Director of the National Institute of Labour Economics Research and Development (NILERD), formerly known as IAMR under NITI Aayog, Government of India and Dr Joyita Pal Senior Research Fellow at NILERD.
Also present during the meeting were Vice-Chairman NMC Ms Sabitri Tamang, ADC (DEV) Dr CP Rai, ADC (Dev) Ravangla, SDM (HQ) Mr Nim Pintso Bhutia, AD (Education) Mr GP Sharma, MEO Namchi Mr Rajiv Rai and Heads of Offices (HoOs) from various line departments
The primary objective of the meeting was to strengthen the impact of flagship Centrally Sponsored Schemes (CSS) across the district by identifying key challenges, exploring corrective measures, and ensuring effective inter-departmental coordination for successful scheme implementation.
During the meeting, the officers discussed the challenges encountered in implementing various schemes, considering the state's demographic and geographical characteristics. They also provided updates on ongoing initiatives and proposed new measures to better align local development efforts with state and national objectives.
Furthermore, the HoOs came up with the following discussion:
1. Improvement of Network Connectivity
The committee emphasised the urgent need to enhance network connectivity in rural areas. This is essential for enabling timely reporting and online data submission by field-level functionaries, which directly impacts the efficiency of service delivery.
2. Implementation of Pradhan Mantri Awas Yojana (PMAY)
Discussions highlighted the necessity of tailoring PMAY implementation in line with Sikkim’s unique geological and geographical conditions. It was recommended that construction methods be adapted to ensure sustainability and safety.
3. Expansion of PM Shri Schools
A proposal was raised to review and relax existing PM Shri Schools guidelines. The aim is to broaden the coverage of quality education by including a greater number of schools within the district under the scheme.
4. Maintenance Under Pradhan Mantri Gram Sadak Yojana (PMGSY)
The committee stressed the importance of regular maintenance and upgradation of rural roads, especially those prone to landslides. Ensuring uninterrupted connectivity remains a priority for economic and social development.
In her address, Ms Anjeeta Rajalim underlined the importance of accurate and up-to-date data to support consistent information flow between departments. This, she noted, is vital for effective planning and scheme implementation. She further urged all departments to adhere to time-bound execution and reaffirmed a collective commitment to strengthen monitoring mechanisms across the district.
The meeting concluded with a commitment by Dr D Indra Kumar and Dr Joyita Pal to present all the identified challenges to the Central Government and to implement the necessary measures more effectively.
