DLVC and DLSMC Meetings of EMRS Parakha Convened in Pakyong

Pakyong, March 30 (IPR): The Additional District Collector (ADC), Pakyong, Mr Pulkit, today chaired the quarterly meeting of the District Level Vigilance Committee (DLVC) along with the first meeting of the District Level School Management Committee (DLSMC) of Eklavya Model Residential School (EMRS), Parakha, at his office chamber.
The meeting, organised by the Social Welfare Department, Pakyong, focused on reviewing the implementation of key social welfare legislations and addressing administrative and academic aspects of EMRS, Parakha, with the objective of promoting inclusivity, equality, and social justice for marginalised communities.
During the session, Welfare Officer from the Social Welfare Department, Ms Sunita Dahal, informed the house about the constitution of three vigilance committees and briefed members on the action taken report from previous meetings, highlighting the responsibilities assigned to various departments.
The committee held detailed deliberations on the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013, reviewing issues related to sewage management in urban areas, including septic tank cleaning systems, manpower availability in the Urban Development Department, and welfare schemes for Safai Karmacharis and their families. The status, functionality, and maintenance of Community Sanitary Complexes across the district were also assessed.
Emphasising data-driven planning, the ADC directed all concerned departments to develop a comprehensive format for collecting data on Safai Karmacharis across government offices and schools. He further instructed the preparation of a detailed database of public toilets along the Rangpo–Singtam stretch, incorporating information on location, management, and operational status.
The committee also discussed the Transgender Persons (Protection of Rights) Rules, 2020, wherein Ms Dahal shared details on the number of registered transgender persons in the State and within Pakyong district. She also highlighted outcomes of a recent district-level awareness programme and the grievances raised during the initiative. Issues such as the provision of dedicated toilet facilities for transgender persons and the engagement of special educators for Children with Special Needs (CWSN) in schools were deliberated upon.
Further, discussions were held on the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989, reaffirming its significance in protecting vulnerable communities. The Police Department informed the committee that no cases under the Act have been reported in the district so far.
Subsequently, the first meeting of the DLSMC of EMRS, Parakha, was convened. Principal Ms Usha Sharma presented an overview of the school’s functioning, including infrastructure, academic performance, student enrolment, and facilities.
The committee deliberated on enhancing the quality of education through teacher training, organising exposure visits for students, and adhering to prescribed norms for the establishment and operation of EMRS institutions. Concerns regarding low enrolment were also discussed at length.
Addressing the issue, the ADC stressed the need for intensified awareness and outreach efforts to promote the school and its unique residential educational model. He directed the concerned authorities to prepare a comprehensive presentation for wider dissemination to improve visibility and enrolment.
The meeting was attended by the Chief Education Officer, Pakyong, Mr Narayan Mishra; Deputy Secretary, Rural Development Department, Mr Raju Pradhan; Bazar Officer, Urban Development Department, Mr DP Sharma; Medical Officer, Pakyong PHC, Dr Adarsh Sharma; and representatives from the Police Department, among others.
